There ould be an or- gnnixad society in the city It ong these lines and those reform societies were being or- gonized in the United States and other places. We have land reformers. tempor- anoe reformers, government reformers, tariff reformers. suffrage reformers. etc. These men should meet and agree upon a platform upon which they could all stand and so be mutually helpful to one mother. These were first, interference with personal liberty; secondly. human nature demands a stimulant: thirdly. prohibition does not prohibit; fourthly, it would lessen the revenne;fthly, it would throw men out of employment. He then took up the many arguments in favor of prohibition and claimed that it had never been given a fair trial. He was in favor of prohibi- tion tirst. last and all the time. He read a large table showing various phases of the temperance agitation. He said that prohibition was a part of the *-state constitution in Maine, North and South Dakota and Kansas. He explained the dispensary system in South Carolina and the Gothenburg system in Norway and Sweden. He then branched off upon the economic side of the question and claimed that we must reform the ma- chinery of reform; we must change our manner of elections _b_v adopt- ing proportional representation, etc.. for if the country voted for prohibition in the coming plebiscite it was doubtful if parliament would pass a general prohibit- ory law, and the imperial privy council had already decided that the provinces could not pass such a. law. It has been mentioned in the press that Queen s is contem lstin ii larger hall and her many frien s wi welcome the oddition. The part which I desired to emphasize wee tliet convocation day in such nninstitution es Queen's was altogether too important an affair to be en- joyed by the few met the home hell would seat. But aside from the entertaining and educational features of the subject there is an economic effect and feature to he considered. The city of Kingston would be nothing if not conservative and exclusive. The stronger es he rides about the town cannot fail to notice the sharp line of demarhtion drawn by Princess street through a large section of the place. There are more poor and tumbleduwn dwellings on the northerly city side of Princess street then ere to be found in `almost any other city of like population. as there are more elegant and well-furnished mansions on the southerly city side of Princess street than are com- monly found in towns J7 20.000. And so it comes. that civil. educational, religious and social institutions of the historic old limestone city are largely mani elated by the ruling clasees in aver of the rich and well-to- do. This may not he a pleasant imputationto bring a ainet our fair city and it may be disput , but examination into the matter will reveal much of truth in the charge. I doubt not that if the convocation committee of Queen's were to intimate that next year they intended to make the closing exercises more democra- tic. they would be met with much opposi- tion on theparo of manyolourdenizensmho would claim that such a departure would infringe upon the dignity and quality of this time-stained and hoary gray old city. Every college man knows that these things have been more or less customary in public seats of learning for time out of mind. But it is a gratifying circumstance to find that this particular idiosyncracy of college days has almost entirely become n thing of the past in the United States and Europe. The young men of Queen s. with many of whom I have some acquaintance, and for all of whom I have much regard. will likely visit some of the American and other Canadian colleges before an- other commencement day, where they will nd that it is not long- er considered in good form to crack jokes and make themselves generally ridiculous upon what always is and should be a solemn, instructive and dignied oc- casion. To conclude allow me to drop a single good word for Queen s. Kingston people. again I say, would benothing if not unappreciative.
