The tanners claim that compulsory Ill- spection would result in bringing thema better class of skins. I cannot see on what grounds they make the assertion. It is to the interest of every man having hides to sell to exert the utmost care in their removal. and I think this care is gen- erally exercised. Nature provides the de- fective hides. not the men who remove them. It is a well-lmown fact that along in February or thereabouts the `grubby ' season commences and continues until June, or even later. l)ur~ ing this season a fly or insect lays its eggs on the back of cattle, the result being a `grubby skin. A number one hide must not have more than three grubs in it. All hides having more are classed as num- ber two or three, according to quality. This is a matter which should receive care- ful attention. I have lmown cut hides, grubby and bull hides to be passed by in- s ctors as number one, but in reality they sliguld have been graded lower. Had these been oered to hide buyers before inspection they would have been rejected. Fraud is being practiced every day in Canada in the matter of hide inspection. Only a few days ago a respectable young man in Western Ontario was arrested for forging false certiticatesof hide inspection. The banners whn am nkimr for thn Lllillllo "Another thing, compulsory inspection of hides would mean in great loss to the farmers and butchers of this country. in this way : Hide buyers usually purchase skins` in `green condition, that is, they have just been removed from the oarcane. and consequently me `green, or wet. Now in the United Stntes.Uunedisn inspection is not accepted. A man may have every skin in his store- house containing the inspector's stomp, showing weight. etc.. but this fact does not help him any, us Americans urcheso by acnle weight, not by what is sllown by an inspector's stamp. After buying a hide. ulting. and storing it away, it is likely to dry out from one to eight pounds, so you can see what a loss is entailed to a dealer who may have several hundred hides on hand. Then in winter time formers and butchers bring in hides frozen as hard as cannon balls. It takes some days for these to thaw out, and if a compulsory inspection net was in force. see what confusion and hardship would result.
