J une `2.--In the house last night the gladiators fell to again airthc tariil`. It was clause seventeen, the anti- combiae section, to-day. and Sir Charles Tupper, in conformity with the decision arrived at in the caucus. put in an amend- ment expressing the opinion that. while legislation against combines was proper and necessary. such legislation should not be in the tariff bill and should be carried out by a supreme court judgment and not at the whim of the cabinet. This line of argument was followed closely in the s hes of the evening. Mr. Foster ought like a tiger for his friends of the combines, and Mr. Davies for the government no less vigorously fought for the people, who are squeezed by the combines. One would think that lt would be hard to make much of a defence against a clause providing for the placing on the free list of articles con- cernin which combination exists to unduly raise t no price. a proceeding approved by such a high and orthodox wry authority as Sir Mackenzie Bnwell in a speech at King- ston in April, 1893. The argument of Mr. Foster was ingeniou but forced. He made as the central feature of his position the fact that the innocent traders or manufacturers who refused tojoin a combine would suffer as well as the guilty by the re- moval of duties. Mr. Davies pointed out that Mr. Foster himself as nance minister had year after year advised and made reduction or removal of duties when com- bines ruled the ice. Did not the inno- cent suffer vi the.` guilty then? The point was so neatly made that it took the wind completely out of Mr. Fosier s sails. and the debate dragged for the remainder of the session. l.....aI.. -35-- ...:.I...:...I.a as- Iu--s -a UUIHRI IIIDUKUIAUUKH Those who have looked into this mat- ter state that the out in rates will mean about $600,000 a year to the farmers of the province of Manitoba alone esides this. the company binds itself t" submit its rates on all business to and from the Crow's Nest line, to and from all points on the C.P.l{. and its Qnneotions in other parts of Canada to the control of the railway committee of the privy council. All railways are to have running power over the new line. There was quite a dis- cussion as to whether or not effect should be given by legislation to the agreement this. session. Several of the western members urged that the matter be poetpon until next session on the ground that better terms might possibly be secured from the C.P.R. It was eventually decided.however, to I islate on the matter this session. `The ill will be down in a day or two. ,Tlgea.theg was a further lively talk over mnetion of local lines in British ii ."`llr. The coast line people are strongly opposed to this, believing that the charter and sub- sidy should be given to one cow mny.
