Smith's Falls hae been true to in inter- ests, and by a sweeping majority curried ` the by-law which purposes to grant 825,000 tothe Kihgeton 8L $mith's Falls railway. It was a wise proceeding to have this city rst state its position upon the scheme. The carrying of the by-law here by an over whelming vote encouraged the people of Smith's Falls to follow so good an example. And now that the places giving the large grants have spoken so plainly. so unequi- vocally. there is no reason to doubt what the other municipalities, from which bonuses are expected, will do. They will have the annoyance of confusing statements in regard to the outlook. They will be told. as the people of Kingston and Smith's Falls were, (that they shouldn't do anything that is celr culnted to injure Hrockville. They will be told a great many things of an annoying character. They will have all sorts of re- preeentations made to them touching the commercial value of connection with Kings- ton and Smith s Falls. But they will have the good sense to be guided by those who are not atfected by prejudice, who know what they are talking about. and do not wilfully lead astray. The future of the Kingston & Smith's Falls railway is assured. _'l`he_ by-laws _now before the electors of the ntinor municipalities are sure to be passed, alad the next session of parliament will see a deputation in Ottawa showing what the people are doing for themselires and claim- ing the aid which the government has al- ready promiaed to the railway. To those who have led in this railway _movement the people owe their heartlsat thanks. The statement of the Timu is not at all injurious to Mr. Blake. The allusion to that gentleman revives a very unpleasant fact so far as the government is concerned. The building of the section of the railway in Bri. tish (`olumbia was given to Mr. Andrew Un- derdonk under objectionable circumstan- ces. He was not the lowest tenderer. Macdonald & Co. offered to do the work for a less sum by over $200,000, but they did not comply with a technicality in so far as the deposit with the tender was concerned, though duly complying with all require- ments before the action of parliament in the case. Onderdonk was favored not only in securing the contract but in the selling of his old plant to the government when he had no further use for it. And after all he did not do his work well. The government took the railway off his hands, but the Canada Pacic railway syndicate did not con- sider it up to the standard, and forced the enquiry into the facts which Mr. Blake is conducting.
