It is true that the alderman knew it was coming, and had time in which to think over the question and pretty well make up their minds what they would or should do in regard to it :and yet it would have been better had it been referred to a committee for calm consideration. It was within the law that the council could act as it was requested to do, and the license commis- sioners would have bean the better pleased to receive from the representatives of the people. in a public capacity, a recommend tion which would have wonderfully lighten- ed their responsibility. As the case now stands the council has done nothing. It had two courses open to it-(I) to refuse to entertain the petition at all. on the ground that the legislature some years ago took from councils the licensing power and gave it to commissioners. and that it was prefer- rsd that upon these should fall not some but all of the onus of etliciently administer ing the act :or (*2) of dealing practically with the issue and deciding it upon its merits without any ducking or dodging. ln- considerateiy it was decided to vote upon the subject at once, and the result is un- satisfactory to no party, not even to the aldermen themselves. Indeed the effect of the council's proceeding is injurious. The opinion having been expressed against the proposed reduction of licenses the commis- sioners will be disinclined to receive the proposition.
