Svm-:.\'u.nt, March '26 -(l`o the Editor) : Before voting for such an unwise and expen- sive law as the Scott act has` proved to he, consider the following facts : The loss of license money to the county per year is at least $2.880. To prove this there were be- fore the adoption of the Scott act not less than sixty licenses at $72 each, which amounts to $l,.`l`. 0. The county received two thirds of this or $2,880. The only ex` pense to be deducted is part of the inspec~ tor's salary. as the government paid a share of said salary. Under the Scott act the county must lmar all expenses. The police magistrate receives $600 salary, and not lees than S|.')0 for expenses, hut he may charge any amount up to $300. So the very least he receives is $754) per year, not taking into account his allowance for an otlice. The (-.:\llnt_V must provide him an 0illLC and fuel, light, and furniture for said office. The magistrate states that he has paid the trea- surer N00. the amount of fees collected during his term of ulllce. Under the Crooks act this same magistrate tried all cases for the fees connected with them. Now we are paying this man 3750 per year for doinst $50 worth of work. is this an economical way of investing our hard earned money 3 The inspector receives a good salary and ex` penses, and the constahles boast that they are making leuty of money. If the act be continued the tines will decrease and the expenses increase. Commercial travellers say that Scott act counties buy about one third as many goods as licensed counties. The fact is plain that the act driven the money to the cities. Ask the city liquor dealera if the consumption of liquor is de- creasing in the county under the Scott act. They say it has not decreased and they know. Advocates of the act claim that their object is to curb li uor drinking. but this the act fails to do. hey continually crv down the open bar. but say nothing about the hidden jug which the act has in lroduced and made so common. Those op- posed to the act are called cowards and all manner of vile names. but which in the more cowardly. to submit to tyranny or stand up learleasly and oppoae it. We have heard many sympathetic and humorous lectures (whichever suited the occasion best) from wandering uhorters, but it is a quea tiou whether they are moat interested in the Scott act or the collection. The act has been a constant source of ill feeling among the pie. and it has rovod a failure moraoyo and nancially, an new we -must say whether we will accept it or reject it. Older and wsalthisr counties have tried such lawn, and after giviu them a lair trial found them a failure. CRAl(5H[_!lL` March 25.-'-(To the Editor) : In noticing of late several articles in the - While? about the -repeal of the Scott act sonnet of your correspondents inferred that`, the act was tried in some counties and found wanting, therefore,|thsy repealed it. NOW. sir, I wili endeavor to give some reasons why the Scott act was repealed in_the count) . of Sinicoe. It became an evident fact to those who were engaged in` the sale of `spiri- tuous liquors that" their trade `was finally crippled, and while the local dealers were incurring penalties for iclaticns of the Scott act large firms outside of the county ' were sending in liquors, and for a while they appeared to escape conviction, but the machinery of the act was so amended that they, like their local customers, had to foot the bill. Then came the. cry_for repeal. They said the act was unworkable, that liquors were sold on the sly in private houses, that every swamp in the county contained a still, that the electors would be taxed enormously to malie up the deticit in the revenue of the count , and an extra tax would have to be leviet to pay Scott act otiicers. (and if they had added an empty gaol they would have been right for once), therefore the Scott act must be wiped out Now these are the promises made to the electors of the county by promoters of the repeal. The antis said repeal the Scott act and there will be a vote taken all over the dominion for total prohibition. Some be- lieved in that and voted accordingly. Again they said, We will reduce the nnniber of licenses and make the fees higher cnjthoee granted, thereby increasing the revenue of the county. and those who were afraid of being taxed too much took re al for their motto. " l)o away with this "obnoxious Scott act and the Crooks act viill be better enforced thin ever. It was a local act. and there will not be any. pulling between the two governments. So the act was repealed. This is the way the many promises were fullled. Did they reduce the number of public houses? Yes, in this way. Some houses got licenses at the regular time for issuing them, and those that were left out got licenses granted to them a few months later. In some places where four townships meet there are two taverns in speaking dis tance of one another, and there is a prospect of a third house. Were the license fees raised 2 Yes, for one year only. They now are down to old figures. Has drinking in creased since the Crooks act came in force 3 Yes, drunkenness is on the increase. Every day brings in news of a drunken row. and reports go to show that liquor can be obtain- ed at some grocery stores unlicensed. Has crime increased since the repeal`! Appar ently it has. In February, I888, under the Scott not there were about sixteen persons confined in Barrie gaol, and the majority of those were in for otfcnccs against the act. In February. 1889, under the (`rocks act, according to the liarric U'lZV:ffI. there were thirty nine prisoners in the Barrie gaol, and two for tmiriler, causel directly by strong liquor. The plain truth of the matter was that the S.'ott act \\i)l'kt.`ti too well in the county of Sinicoe.
