In the Northwest, for obvious reasons, prohibition is supposed to be in force, but the law has been more respected in the breach than the observance. At various times and under the regime of various officials liquor has been imported in large quantities and consumed, to the detri- ment of the people`: morals. The reign of Lieut.-Governor Royal, however, appears to be attended with particular disaster to the prohibition cause. Permits have been issued indiscriminately to those desiring to take liquor into the territories, and such is the disregard of regulations supposed to be in force, that Mr. Fisher, the old time cham- pion of temperance, brought the matter be fore the commons in order to ascertain what the house thought of it. And the action of the government and its supporters has been a great surprise. The position was taken- so extraordinary in view of the ruling in the Letellier case--that the lieItenant~gov- ernor of the North West territories was ab- solutely master of the situation, that there could be no dictation from Ottawa. A great wrong was thus committed.
