It is suggested that the local boards should be remunerated only for the time actually engaged in investigating labour troubles. If a reference is made to a local board, or. to a voluntary arbitration, such arbitration also being suggested. the party dissatised with the decision should have the right to appeal to the permanent board, the judgment oi which should have the same binding eifect as that of any court of record. It is further proposed that the local and permanent boards have the right to examine witnesses on oath, and to re` quire the production of books and papers bearing on the subject in dispute.
