Conscious of the trouble which the various organizations , have been making because the labour market has been injured, in consequence of the competition of emigrants brought to Canada through the assisted passage system. Mr. Carling writes to make his position clear. He says: "I nd. also. that what is called the "assisted pas- sage` has been greatly misunderstood. and also misrepresented. This passage is not `assisted to the individual in the manner commonly "aged. But it is simply an arrange-...rnt tffected with certain steamship companies, by which a cheapened or reduced rate of passage is afforded to agricultural labourers, families of agricultural labourers and female domestic servants. which is paid by them and not by the government. This rate is, moreover. strictly confined to the classes named by special regula- tions msde with the steamship compan- ies. and none others can obtain it. except by double fraud. that is, first. by a fraud of declaration on the part of the intend- ing emigrant himself. in which he is re- quired to specify what he is and where he has worked; and second. by a fraud in the certicate of a minister of reli- gion or magistrate as to the good faith and truth of the declaration made." And would you believe it that the government for the scal year ending June 30th. 1834. paid out $53,874.50. for assisted p issages.so charged and published in the public accounts.
