He thought the reso- lution passed at the last meeting of the council fair to all parties. He read the amendment to the charter which the company sought. They desired to build branches to any mine and to connect with any line in existence. also to build to any point on Lake Ontario or Bay of Quinte. or to Kingston. Regarding the twenty years` clause. for the building of the line. it had particular relerence to the northern extension. He was quite willing to have the time shortened in which to build the branch into the city. It was said that the N. '1`. it Q. RR. could use the K. & P. 11., but he thought the people of Kingston desired nothing but an independent line. All they asked for would benet Kingston. He pointed out that the city had given the K. & P. R. great privileges. and. without objection. that company had secured nearly all the available water front and the best parts ol the city propertv. Having acquired so much. and with so little trouble. he thought it uulair of the K. at P. R. Co. to attempt to prevent another road coming into the city. He urged that the coun- cil take action at once. A nAlLROADIR'B OBJECTIONB. Mr. B. W. Folger. superintendent of the K. it P. R, briey reviewed the details oi_the agreement made by the N.T. & Q. R. Co. with the K. ti P. R. Co. to build a branch line from lzlarrowsmith to Yar- liar. and declared that the agreement was favorable to the city. He objected to the twenty years` option. which would prevent another line from entering the city. A line of eighteen miles could surely be builtin less time than `0 years. He was prepared to give a bond for Il0.000 that one-hall` of the link lrziin Harrowsmith to Yarkor would be built by the K. dc P. R. in as many months. Even ii the time was shcrtened,thst was no guarantee that its road would built. As soon as the time specied expired parliament could be asked_to extend it. Mr. Folger sail that people might think that the K. & P. R. Co. wanted to get the tratiic over their line in order that they could charge high rates. but he was bound to say that the company would only charge rates that were reasonable.
