The Scott act was not respected after` its `adoption, and the license commissioners and a special magistrate were appointed to see that it,was. , Their services cost something, so did the services of others acting under them : and then the men, elected by a `ma jority of the people to parliament, put into` the hands of thciroilicials an act which. however arbitrary, the circumstances of the case called for. The county council is not called upon to oer pn unreasonable resist- ance to that whiolslis in itself lawlul and lawfully constituted. The people have prac- tically voted for the condition of things which the _Stott act has brought shout. and couinc-illors have nothing to fear in their ap- peals to the people on its account. ` The people rule in all thinzs ; the people, accord- ing tolmodern philosophy. can do no wrong. It is pointed out that the radical defect in the French government system is the eeutra. lising tendency which is a leading feature in (lallic civilization. This tendency has been either exhibited in the disposition of the French people to worship power in the person of some great statesman, some mili tary chief, or some parliament, which in- continently, on its creation, proceeds to usurp every function of government. For the future the president of the republic can know no xed term of office, but will, as this Parisian says, be romoved wheiiever a combination in the chamber refuses to supply him with a cabi- net."
