The Toronto Telegram has a griev- ance against the Ontario government. It is fSunded upon the fact that the government, for $9,000, is fitting the agricultural farm at Guelph, with the plant by which the buildings will be illuminated with electricity, The point is that the Ontario government can ignore the local lighting com- panies and the people cannot. The cases are not analogous. King: ston, for instance, has its lighting company, whose contracts are with the people. It does not light the 'military college, the penitentiary and the asylum buildings. Into each of these public institutions an electric plant has been put. The company which lights the city is not a suffer i er. It would be such were the city to undertake the lighting of streets, however, because the company has been at great expense in erecting poles and wires, which, without the con- tract, would represent a heavy lows. The Conmee act provides that the city arbitrate for these, which it has done, and about the valuation there is no serious dispute. There is nothing to prevent the in- dividual (like the government), light- ing buildings, with his own plant. The Conmes act only comes in where private intovests are being affected by their collision with public interests, and under circumstances which may be avoided, . DETROIT'S EXPERIENCE. 8S. .
