Tacoma, Wash, June 11.--The steamship Duke of Fife brings news that the Chinese authorities have de cided upon recommendation of Mandarins and other high provincial officers, to open eight important pro- vincial cities to international trade either this year or on January Ist. Four of the eight cities are provincial capitals and headquarters of governors or viceroys of provinces. These four cities are Changsha, cap- ital of Hunan; Nankin, capital of An hui; Chentu, capital of Szechuan, and Shuntien, or Pekin, prefectural city of Chihli. The other four cities are district city of Chiang -menshien, in Kwangtung; Hsuchu, departmental city of Szechuan; the prefectural city of Changtefu in Hunan, and the inde- pendent sub-prefectural city of Hu- kou, in Kiangsi. The last named city in situated at the junction of the Yangtse and Lake Poyang, about twenty-five miles from Kiukiang, al ready a commercial port for interna- tional trade. Bir James Mackay ad- vised the high Chinese officers to throw open these cities as internation- al commercial ports before the foreign powers coerced China into doing so by means Gf the new treaty now under discussion. Accepts A Reduction. Pekin, June' 2.--Owing to the fact that Sir Ernest Satow, the British minister, has been instructed by his government to accept a pro rata re duction of Great Britain's excess in- demnity, it is expected that the min- isters' meeting, called for Wednesday, will not be held, as the only likely ob- jector to such a reduction is Japan, which desired an individual reduction. The larger powers, Germany, France and Russis, had agreed to the reduc tion and said that if England would do the same, which would reduce the excess indemnity one-half, they would be willing to consider the matter of Japan losing in borrowing money on her indemnity bonds for "which ecom- pensation is now unlikely, as Great MADE KING'S COUNSEL. Napanee, June 10.--The following are the reserve ministerial delegates to the general conference : Geo C, Workman, Ph.D., T. W, Jollifie, J. A. McCamus. The whole delegation, lay ana clerical, met and nominated mem- bers thereof as members of the sever al cc nee committees. The report of the Epworth league committee was presented by Rev. J. i. Lewis. The 8,000 leaguers have given the largest amount of mission: ary money in their history this year. Its forward movement for missions is steadily advancing. Rev, M. E. Sex- smith read a weport of Sabbath schools, which showed, though re porting many , & net in crease in its working. Its recommen dations called for the faithful use of ils many avenues to success. | A most interesting missionary meet ing was held Monday hight. A very large audience welcomed the speakers. Rev. T. M. Campbell presided. His ad- dress was most eloquent and appro- priate. He was followed by A. L. Brown. Bloomfield; BE. 8. C. Huycke, B.A., mayor of Cohourg, and Rev. Henry Jackson, India, and Mrs. Jack- son, who, as she stepped upon the platform, was dressed as a Hindoo woman. Rev. C. H. Coan, conference statis- tician, was warmly thanked for the hard work of the past four years and presented with $285. The report on systematic giving was a strong document, presenting its subject under the hands of Reve. R. Duke and F. J. Anderson. Rev. D. C. Day, im a very able report, asked that the principle of the Sabbath be perpetuated and that to that end no inroads thereon should be made by industrial concerns, | transportation companies or excutsion parties. He be- lieved the public conscience was awakening to the dangers of Sabbath desceration. The pastoral address as prepared hy the Rev. Dr. Marvin was read. A re- solution, praying the general confer ence, as there was an inequality in the extent of territory in the various con- ferences, to increase the territory of this conference as may seem advisable, was carried, Rev. O'Flynn, Madoc, was re-appointed treasurer for the fund. The conference will meet in the Simpoe street church, Oshawa, next year. The statistics of conference show a considerable decrease in mem- bership in a total of forty thousand. There was, however, a decided increase in all the funds. The total value of church JEoperty is one and three-quar- ter miblhibne of dollars. Great effort was made by conference to overcome the financial © burden upon ministers and friends from weak eircuits. The report of the sustentation fund com- mittee provoked a prolonged discus- sion. This is a fund meade to help weak circwits. Finally its provisions were enunciated so unmistakably that next year no field of labor will be helped that has not applied therefor, through all legal A. Rev. Aguinaldo Has a Place, Servants ind a Carriage. Washington, June 11.<While testify- ing 'before the house insular affairs committee senor Baencamino, former Filipino secretary of state, was asked by represcotative Jones, of Virginia, if he had not changed his views and re ceived a fat office while Aguinaldo was a prisoner. Senor Buencamino st. ted that he, as well as Aguinaldo, had been captured, and that he was alive to-day was due to the humanity of the, American. army. The witness said Aguinaldo had a palace for a prison. It was formerly occupied by commissiohir Worcester, and the government paid 8500 Mexican per month as rental for it. It is ns large as the White house in Washing- ton. The witness said Aguinaldo lived in this house with his family, with a physician at bis disposal, a retinue of servants; a carriage and an allowance to provide food for the establishment. Beautiful to See--Heavy Fines Inflicted. Napinka, Mun, June 8.--~(To the Eaitor): The past two weeks have been a series of storms of both wind and rain. In this immediate vicinity, though, they have not been as severe as in other localities. Last Friday (May 30th) 1 saw for the first in Manitoba a cloud-burst just north of here, and a tail ena of a cyclone to the south and west of here at the same time. It was a very beautiful sight to stand ana watch each as they passed along. This country pre sents at times the most striking ap- pearances in clovid effects that can be imagined. | have seen quite 4 number of clouds and storms, but mo two storms have ever come up alike. They range from darkest black to a light, fleecy, rolling, white drift, Last Monday, June 2nd, a storm worthy of note took place six miles from here, but could be seen well for ten miles around. A "suction cloud," in the farmers' vocabulary, passed over 5 large slough which covered 100 acres and was at the deepest six feet. London, June 11.--The correspona ent of the Times at Bloemfontein says the surrenders in the colony are pro ceeding satisfactorily. One of the first signs of the era of pence is the removal of the barbed wire fences he tween the blockhouses, which is going on everywhere. These rolls of wire will doubtless be given at a valuation to the Boers to replace their fenced. The correspondent hopes the block houses, especially the stone ones, will not be destroyed, as they are quite 5 feature of the landscape, like the great tow ers of Beotland and Martello towers on the south const of England, and are historical monuments worth pre serving.
