London, Sept. 10.--The Boer gener- als left yesteraay afternoon on their way to The Hague to meet the lead- ers and drait a proclamation setting forth the object of the mission, Sec retary Ferrira says they will not fec- ture in Europe at all, but pw whaily will reserve their speeches for the tint ted States, where they are sure of a sympathetic reception. London, Sept. 10.--Russian newspa- pers are extremely wroth at Lord Curzon's approval of the extension of the Indian railway system to Nushki, on the eastern boundary of Beluchis- tan. They foresee uninterrupted rail- way communication between India and Europe. Russia means to have an outlet in the Indian Ocean and this great railway, which would be in Pri- tish and German hands, would stop the progress of Russia towards the south. An evening journal in St. Petersburg says Russia - must at once build a line through Persia richt down to the Indian Ocean, and thus paralyze the ambition of Great Britain. There is a very 'general de- sire in this country for some sort of understanding with Russia about Per- sia in spite of, Capt.
