Fultonville, N.Y., Nov. 26.--The wo- men of this town are in a state of panic through fear of a night prowler, to whom has been given the name of "Jack the Clipper." He first appeared a few nights ago, !when he attacked Miss Nellie Goudry as she was about to enter her home, and clipped off one of her long braids of hair. On Monday night he seized { Mrs. Floyd Wormuth, and, after gag- { ging her, looked in her face and ex- claiming "You are not the one!" re- leased her and fled. Women refuse to venture out at night unescorted, and the men of the town are organizing to capture the prowler. Claim Marriage Is Legal. In 1891 William -A. Wilson mariied his wife in Brockville. In view of many recent instanc- es, the question 'seems to be a very pertinent one. During the debate in' the City Hall on Saturday night ga large number of .women were obliged to stand, while nearby every seat was oécupied by a man. Three ladies stood in an aisle, very near the front of the hall. One of them found a seat at last, but her two companions were less fortunate. All around them were men who cheered every time the speak- ers scored, but not one ofiered either of the ladies 5 seat. The one who had found a seat took her turn at stand- ing occasionally, and gave her com- panions, in succession, a rest. But what has brought about this condition ? Why is it that the men of to-day do not = pay that kindly res- pect to women that we "expect of them ? The blame, it would appear, is entirely of woman's own making. She has, generally speaking, neglected the home to enter into competition with man in the office; the school, the pul- pit, and in other avocations. Willing to work for a smaller wage, she has heen the means of many a man's sal- ary being reduced or of him being crowded out altogether. Men natural lv resent this treatment. The inevita- ble has come to pass: When woman attempts to place herself on an equali- ty with man in the business walks of life, she must expect to meet the re- bulis characteristic of that life.
