After some years of trial it seems certain: that whether the pres ent preference should remain as it is, be still further advanced, or reduced, it will hardly be abolishe Mr. Bertram then observes that the present tariff is not an ideal one. He adds : "if the tariff of the two countries so closely associated with each other were the sa the manufacturers might be left to fight it out, but the Canadian low tarifi enables the Ameri can to exploit this market, whilst the Canadian is prevented by the high tarifi of the United States from' mak ing a rail back; so the American manufacturers cynically take advant and" have been they would ruin age of our helplesin known to boast that this or that Canadian factory." London, Jan. 27.--The Vessiche Zei tung, of Berlin, asserts that in a speech, delivered at Kendall, on the 16th inst., Lord George Hamilton stated that the British government proposed action against Venezuela and had solicited Germany's participation If such a speech was delivered it has not been reported in any English pa per. One statement constantly repeated in despatches from the United States, causes much surprise in official circles here, namely, that Minister Bowen has demanded the suspension of the block ade. of Venezuela ns an indispensable condition..40 the negotiations for set tement. A GREAT HOL( HOLOCAUST. Fifty Patients" ts" Were Burned to Death. London, Jan. 27. About fifty in- sane patients were burned to death by a fire at the Colony Hatch Asylum, this morning, The outbreak occurred in the Jewish wing of thé institution. The flames spread with great rapidi- ty, and before they could be got un. dev control, five wooden buildings, in- eluding dormitories and the doctor's apartments, were gutted. All eflorts of the oucials were directed to re moving the insane inmates, but these became wild with excitement, and so panic stricken that they were unable to help themselves, but they also greatly impeded the operations of all those trying to save them. There were nearly 600 women in the building when the fire was discovered and most of them w safely transferred to the main building, which was uninjured. Some, however, escaped and are still at large, rendering it diicult to as- certain the exact number of those burned to death. The work of searching in the ruins continues, fiity bodies bare been recovered, It is fea el that the full extent of the di ater is not yet known Their charrel remains pro onted a terrifying spe tacle The nus s bad a te rible experien o in trying to assist the insane persons, who were so - panic stricken they hed literally to be driven to a place of safety.
