Montreal Gazette that the conserva tive party was honestly committed to the Manitoba school remedial act as a matter of duty and conscience. "The minority of Manitoba appealed," it says, "to the conservative govern ment of Canada in accord with the terms of the constitutional law for redre:s,"" and the corservative party tarted in to perform this act. That is g Very preity story. The fact is, however, that the conservative gov ernment encouraged, if it did not in- spire, that appeal, and proceeded to make the most of it as a political is sue. The Bowell government desirpd to carry Quebec, where the liberals un der Laurier were strong, and calcul sted to carry Manitoba, with the solid support of the separate school party It encountered trouble at home, in the renks of the party in Ontario. This trouble ended in the mutiny, which disrupted the government and destroy «d its chances of success. Reconstructed under Sir Charles Tupper, the government went to the country and to defeat, for the clec tors had become disgusted with its fencing, on the school and all other questions, and lost all confidence in it. The conservative press at the time censured the ministers, the bolters es pecially, unsparingly. Influenced by conscience ! Listen to the words of 5 'ocal contemporary, whoe lovalty to to the party was then unquestionod : 'We cannot for a moment entertain the suggestion that they have been hypnotized by what the opposition press is pleased to term the Tupper dynasty. What then? They have either seen. 5 new light in the Mani toba school question with amazing suddenness or "they are panie-stricken hy the reverses in Quebec and are ready to desert principle for power and pell."" Another conservative japer, in 1896, protested against any Powell ministers being allowed in a new cabiget, "formed to evade the pledges given in favour of the Roman Catholic minority." Sir Charles Tupper undertook . to carry the remedial bill. He failed be cause his party was not with him and becanse the country had become weary of the whole outfit. Why, even now Mr. Monk is trifling with the ques. tion. At the Two Mountains nomin- ation he talked about . the right of the minority in Manitoba--the right to run their own schools--but he declin ed the challenge of Mr. Prefontaine to tovive: the remedial measure in par liawent. Mr. Monk is repeating the exploits of his party in 1596, and for a temporary effect. He had been under its influence from his youth up. Une thing he lacked, however, the spirit of sacrifice.
