The subject was thoroughly dis cussed when Sir Wilfrid Laurier and his colleagues of the Dominion govern: ment were here last summer, and there was a general agreement among Canadians that a definite arrangement would be made after the return of the ministers to Ottawa. The necessity for direct action by the Dominion govern: ment was admitted by every minister who talked about the emigration movement. There is considerable inter est in the stateient that one of the conditions of the subsidy, which will be paid, is that the line will not en ter into, any pooling or eo overation arrangement with any rival shippiog interest, nor have any secret under standing 'respecting rates or other details of the business of transporting emigrants from Europe to Cuiiada.
