Battersea, March 16.--A terribly tragic gunning accident. happened last evening to William Scott, Milburn. He and his brother, James, had taken heir guns late in the afternoon, and gone to examine some traps they had' placed along a creek. Deceased was twenty-one 'years of age. The tragedy has cast a gloom over the neighborhood. Great svm- pathy is expressed for the stricken fa- milv. The funeral takes place on Wed- nesday afternoon. Budget Debate in the City * Couneil. ; While the budget was being debated last evening but the city council, Ald: «rman Meek asked Mayor Bell what the finance committee had in view. in connection with "thé proposal to in- crease the fees of honor class pupils attending the Collegiate Institute. Mayor Bell replied that some years ago it was found that there was an overlapping of 'honor work by the blic school and high school hoards. is had bean removed by the boards' amalgamation. At present the honor work in the Collegiate Institute is overlapping the firs} year work of 's University, and should be dis- continued. It was found that the highest salaried teachers were engag- ed in instructing in honor work. Col- legiate Tustitute pupils have an ad- vantage over first year students, be- cause of the fact that there are fever pupils, allowing of almost individual instruction. It avas argued, however, that the honor work of the Collegiate ibstitute. kept up the standard of the institution. . Queen's College authori- ties Lad under consideration a scheme to make honor work at the Collegiate Institute count as first year work in the collage. The tmance committee thought the fees for honor pupils at the Collegiate Institute should he raised to the level of first year mep at Queen's. ne Ald Meek replied that the council need not proceed with a view to getting rid of the honor class in the Collegiate Institute, .becanse - it could not he done. The council could not have just what it wanted in this case. The law provides that pupils graduating from the honor class of Collegiate Trstitutes shall rank senior matriculants. The class must remain in order that the institution may rank as a Collegiate Institute. The Board of Education would like to get rid of the honor class, but conld not do so. The fee had been raised to the same standard as first year students at Queen's, and to all intents and purposes it stands at that figure now. The Collegiate Institute inspec- tor had agreed with the speaker, that while the board had a strong argu ment financially in favor of abolish ing the class, academically it had not, because of the advantages, the prestige as and high rank it gave the institute throughout Canada. The item in the budget referring to the honor class must be taken out, because it 'was not in accordance with facts. He admitted that the institfite was becoming ex pensive, and the inspector was over reaching in advocating the expenditure of 825,000 for a new gvmnasium and additional room.. The only thing that could be done would be to call the attention of the board to the fact the Collegiate Institute, and the limit had about been reached. If the cost of maintenence increased, there must be a corresponding raising of "the fees of pupils all around. Since 1890 the cost of the Collegiate Institute had increased 16.2 per cent., and, adding the annpal charge, the increase was 233 per cont. In that time the public school inérease was only fourteen per cent., and with annual charge added, only twenty-two per cent. The cost of maintaining the Collegiate Institute must he restrained, The cost of the fire department, he pointed out, had increased sixty-three per cent., and the lighting of streets fifty'five per cent. within the same time. As ag#inst these increases, the assessment of the city had advanced only two per cent. and the population only one and one- half per cent. ADMITTED TO BAIL. Queen's Medical Student Free For the Present. J. Hutton, the Queen's medical stu dent charged with viglating a grave in Lansdowne cemetery, was arraign ed at Brockville on Monday Judge McDonald. John Mcintyre, before K.C5 was unable to be present. M: M., Brown, county crown attorney, appeared for the crown, and James A." Hutcheson ap peared on behalf of the private prose cutor, . On the appearance of the accused .a letter was produced by him wristen by Mr. McIntyre, advising him 2% make no election as to his trial wntil counsel could have an opportunity of personal conversation with hin. This letter also advised that it should be presented to the court for perusal be- fore final election 'as to trial should be made. The presentation of this letter brought about a consultation be tween the judge and counsel for the crown and private whether the prisoner to his election to be court made on Saturday be binding or not. In answer to the question put by the court to the prisoner directly whether he desised to withdraw the election made last Saturday, or ® make any new elec tion, the prisoner replied that he did not desire to say anything until his counsel could be present. ° The case was then adjourned until Friday, March 27th, at 10:30 a.m. Ja the meantime the accused is admitted to bail on furnishing bonds himself in the sum of $1,000, and two sure- ties in the sum of 8500 each.
