Farmers Urged to West--Ten Thousand to Be Planted in the Saskatchewan Valley. London, March 31.--Canada rather than South Africa is absorbing the Britain. 'Fhe Testoration of prosperity in South' Africa has been slower even than the process of reconciliation and the min- ing industry has not received as strong an impetus as was expected since the close of hostilities. The re- ports sent home by a British army of 250,000 men during the war were um- favorable and thé expected emigration movement from Britain to South Africa has not set in. resources of Canada meanwhile have been ad- vertised systematically and full use has been made of they Uni States invasion, both as an incentive andl a warning. The American settlers have been credited with "knowing. a good thing when they found it," and Brit- ish farmers and mechanics have been urged to follow 'their example and take effective measures against an un- due growth of United States influence in Manitoba and the North-West Ter- ritories. The second contingent.of Mr. Barr's force of British emigrants leaving Liverpool, to-day, numbers 1800 and before the winter at least 10,000 will be transplanted from the midland and northern counties to the Saskatche- wan Valley. Rev. Mr. 'Barr himself: sails, to-day, with this large body of settlers, and will go to Winnipeg and Saskatchewan. The Canadian officials assert that the settlers are a picked body of emigrants representing the arts and crafts as well as agriculture, and taking with them a large amount of capital. MET HALF WAY. Important amendments are to be moved to the bill, and the exact framing will not be decided till the na- tionalist convention at Dublin. At least £3,000,000 more will be demand- ed as a free grant and the govern: ment will be asked to fix the reduction on the second terms rents at a higher figid*é, and limit the purchase for a tenant to twenty-five years. WHITE CAPS, Roughly Handle a Miner For Abusing His Family. Ogdensburg, N.Y., March 31.--A- re- port has just reached here from 'the mining village of Caledonia, near this place, of a "white cap" raid. A oum- ber of masked miners went to the home of John Ranger, also a miner, and dragged hin from his bed over a lonely road a long distance, where they soundly beat him and told "him to leave the mines at once and never return. A man named Sedwell, wh. boarded at Ranger's house, was also instructed to vacate the premisss. It is said Ranger had been abusing his family. Vermont To Have Saloons. Burlington, Vt., March 31. ~Liquor signs. will appear over doorways in Vermont to-morrow and the genial "barkeep" 'wa don his white apron and be prepared to dispense the foamy amber colored fluid and the more se: ductive and. intoxicating rye to all who have a thirst for the same. This is by virtue of the recent vote of the people at the state election whereby the prohibitory law was annulled and a high license act adopted in its stead. Preparations have been made for the opening of saloons to-morrow in every one of the six cities of ithe state, Bur: lington, Montpelier, Rutland, St. Al bans, Barre and Vergness. Mr. Whitney maintained that 'after the speaker had issued his writ the it had nothing te do but i to fill in dates and proceed the election at once, and any course was under the statute an' on their part. Gibson oftered two een ments, the first specilying the date of the comm as "th of March, 1903." The second specified that no person would be excused from answer. ing any questions which might tend to incouminate him, "or to render him liable to any punishment, penalty "or penal proceeding.' R. R. Gamey then offered gn amend: ment : "That in proceedings before the said commission the charges to be in- vestigated shall. not B@ restricted 10 the terms set out in the said commis sion, but as made and set out by the said Roswell Gamey in this house on Wednesday, March 11th, 1903, and. formulated by the said Robert Roswell G in his statement as nebo of this house on March 27th, + The balance of {he amendment con: sisted of the statement rad by Mr. Gamey on Friday last. Col. Gibson said the preceding was not st all in order as an amendment. His honorable friend need not be at all alarmed about his statement. The government were perfectly content to accept. it as a charge by a member of the housé in writing under the last clause of the commission. No difficul- ties would be thrown in the way of a germ certainly look'peculiar as a matter of drafting. After further discussion, the tor ney-general submitted the following ay a further amendment, to be known uk clause 3 of the bill: "The state ment made in the house on March 27th, 1903, by the said Robert Ros well Gamey, shall be deémed to be a charge coming under the last clause of the said commission." At Mr. Gamev's request the amend- ment was reread. after which Col. Gibson wsked if the amendment was acceptable to him. Mr. Gamey said he wanted to know that he would be able, before the jude es, if he ever went there, to put in all the evidence in regard to every per son connected with his charge. He be lieved thev had brains on the other side, and he wan satisfied, if they de- sired to do so, they could meet during the dinner hour and frame some clause that would enable him ta get in all the evidence that he wanted. The chairman then put Col. Gib son's last amendment, and the oppowsi: tion not calling for a vote, it was ad- opted H. Carscallen (Hamilton) presented the following anmwndment: "That not- withstanding anything in the said commission contained or expressed. the said commissioners shall not make or report any finding or decision of fact, but shall report proceedings had or taken in connection with the in- quiry and investigation directed by the, said commission together with all the evidence given or tendered before them." 5 The bill was reported with amend: ments. and it wes decided to take up Mr. Carscallen's amendment when the third reading was reached, the bill he ing reprinted in the meantime. Mr. Whitnev said his side woul not consent to the suppl hut not much time would be required. They also object to the adjournment to April 2ist. but he thought the house could finish on Tuesddy, pirhaps be- fore six. The house adjourned at 6.10 pom. » ------ March 31.--8. M. Ligert, of Pierson Cprmers, Grenville county, a member of the second Can- adian contingept, which fought so gallantly at Hart's River, under Cap- tain Bruce Carruthers, is making ap- plication to the government for a pen- sion. Mr. Lizett, who was a private in the front ranks, was shot through the chest in that famous encounter. He has never been able to do any work since, and from the nature of the wound it is improbable that he ever will. James Laturney will build six scav- engsr carts at a cost of $19.75 each.
