Fielding delivered his financial stateé- ment to-day he announced the largest surplus for the current year that Can- ada has had since confederation, It is probable the surplus on con- solidated fund will bé about $13,000, 000, and that there will be a real surplus of about $5,000,000. In other words; the public debt will be reduced by about $5,000,000. Only three times since confederation has the public debt been reduced. This was in 1871, 1892 and 1890, It would not = surprise any one should Mr. Fielding ' make the argu: ment that by his present financial statement he hus succeeded in wiping out all that the present government is responsible for having added to the public debt, and that, therefore, the resent administration has succeeded in carrying on the affairs of the coun try since, the inauguration of the Fielding tariff without adding any- thing to the public debt. As for the growth of trade, it has simply been marvellous. In 1873 Can- | ada's aggregate trade was $217,304, 000, and in 1895 it was $215,991 ,000.
