Macfarlan and cease endorsing petiticns to the legis ature Which do not effect the city di silly proposition. ; Regarding th: clause recommending the adoption of bithnlithic pavement, Ald. Behan asked if there than on¢ company laying such wa terial, and received a reply from Ald Mcleod that there was one only. Ald. Macfarlane took the ground that it would he h mistake to let a was not competition. to the cffeet that the eity should not ave streets, but should continue us foe limestone. The city should . nit pay out $28,000 to strangers while wen are available in the city to lay macadam roadways. . A Convineing Argument. company manufacturi the ment which the = council proposed to adopt was a Canadian one, the On tario Bithulithic. company, of Toron to, in which Canadian capital wasin vested. At the invitation of this com pany. the city engineer, Ald. Mcleod and the speaker had gone to Boston to inspect pavertient laid by it. He had ,accepted the invitation unpledged and without promise, and had return- od. convinced of the desi-ability of adopting bithulithic pavement The city engincer had received a vast am ount sof knowledge which he woul 'he need of paving ad been criticized, yet the city engi neer had reported that some streels were worn out and would have to be rebuilt from the water tables up. The city's portion of paving the stree's rc would. be 814,000 spread over twenty vears, or an annual charge against the streets' appropriation of £1,134; the balance of the cost would te met by the property owners, who, il paying for the work at once, could do so at a cost of $13 a foot, or could carry it over for twenty years at a cost of twenty-three and a half cents a foot. To construct miacadam roads where it was intended to lay permanent pavemetit would cost the city, in twenty years, $24 80. 'The speaker regretted being unable to trace the cost per block of keeping macadam roads 'in 'repair, and sug- gested that the board of works keep track of such, so that a comparison could be made. ! aved stioets; the speaker said, would enhance the value of property, besides being clean and healthy. They would be less costly and would not increase taxation. The speaker refer red to statements certain newspaper Jetter writers had made use of, inti mating that the proposed paving of streets was not Pei ne for the public good, and = said he was not a "grafter'"' and he did not know of any in the city council. As far as he knew there had not been any 'job' pat up. If, these writers were talked about in the same strain as they talked about the aldermen," 'they would feel very much hurt. The in spiration to pave the strects with bithulithic material came from the city engineer, the best city the province. HW the er and can use it. The marvel of all the eriticism, the speaker said, was the fact that ome writer seid it would place a danger- ous weapon in the hands of the city council, yet while mavor of the city the same man had signed by-laws in- curring $17,000 of local improvement debt. The citv's taxation would mot increase with the laying of permanent javaten; the cont to the city would 'be forty per cont. in any case. It is the duty of the aldermen, he said, to wnggest ideas to the people; they have the board «of works; already publish- in this " gomnection Ald. Meek took | the council should | Ald. As far as he was concerned he, was prepared to leave the whole matter of paving in the hands of the people. Ald. Reeves stated that he was try ing 10 do his duty ss an alderman. He had intersiewed several loading Princess street merchants and all ex pressed their willingness to pay high or rental or increased taxation in or der to have the street paved. He would go further, and make it a rule never to lay another plank walk; the city would muke nioney if this wore done. 5 ir : Maver Bell suggested that all roads and walks be laid under the local im: provement system.
