Chamberlain's Reply to an Editor ~What Sir Charles Dilke Had To Say on The Question Now Agitating The People of Brit- ain. London, June 4.--The editor of the British ~~ Australiasian, published in London recently wsote to Colonial Secretary Chamberlain, pointing out that the earlier -Australian telegrams didn't represent the real feeling of the colonies in regard to Mr. Chamber- lain's preferential tariff plan. In the course of a reply to this letter Mr. Chamberlain says: If colonial opinion were indeed hostile or even apathetic there would not be the slightest pos sibility of carrying through so great a reform and I should feel justified in abandoning the struggle if I was not supported warmly by the calomies. however, do not accept reports and articles as peing in any way conclu sive as to - Australian opinion, and 1 shall be much interested to know what the final judgment will be as far as public opinion can be tested wh the nature of my proposals becomes known. In a speech at Gloucester, yesterday, Sir Charles Dilke, M.P., pointed out that Mr. Chamberlain's tariff propo sals have been defended by purely protectionist arguments. He said that even the secretary of the hoard of trade attributed the prosperity of the United States to the adoption of pro tection and declared that the United States every vear was leaving great Britain completely behind in the rane for foreign trade. The statements Sir Charles said would not bear investiga- tion. The exports from the United States in 1902, were not greatly in excess of those of 1898, and were less than those of 1901, Such were the na tural advantages of the United Stat-s that mothing hut protection conld have kept her back. The government has shrunk from advocating a duty on cotion, the largest item of exports from the United States, hut was going to propose: a duty on orain and meat. By interfering with the trade of the United States Great Britain was weak. ening one of her greatest imperial so- curities in a ceneral war. The peonle of Great Britain had welcomed the in- crease in the fleet of the United States because in a genoral war she would be a protector of the rights of the neutrals who, in the last resort. would feed the British while they were fightine, and at least wonld con tribute to the permanence of the Brib- ish empire. ---- REFUSED TO TAKE THEM. The Colored Lads Had To Stay Away. Hamilton, Ont., June 4.--Two color- ed delegates to the 0.G.Y.B. lodge, in session, were refused accommodation at the Osborne house, where they were billeted, and the grand lodge delegates were incensed at the indig- nity shown them. Mayor Morden tried to prevail upon the manager of the Osborne house to receive the col- ored delegates, but the latter posi- tively refused, giving as an excuse that his help would leave him rather than wait on the colored men. The two delegates were finally accommo- dated at the Dominion hotel, and the Osborne house proprietor will be re- ported to the license commissioners. ABANDON THE PROJECT. Belgium To Let Option of Annex- ation Expire. The Hague, June 4.--According to advices received here, the government of Belgium has decided to abandon the project of annexing the Congo Free State allowing the option of annexa- tion to expire. It is explained that Belgium is disinclined to assume the responsibility of governing the Congo as a colony because of popular oppo sition and the attitude of Great Bri- tain. The Congo Free Staté was es- tablished by the act of the interna- tional conference in Berlin, in 1885, under which it was declared to be a sovereign power under King Leopold of Belgium. Leopold bequeathed all his rights in the state to Belgium and by.a treaty, made in 1890, Belgium re ccived the privilege of annexing the state after a period of ten years. Plattshurg, June 4.-- Forest fires in the Adirondacks were again fanned in to renewed vigor yesterday by n strong west wind, At Cadyvitle, near here, the woods were all afire, near the village. The Catholic cemetery was burned over and a large force of men by working hard with shovels, finally succeeded in saving the Catholic church. At Twin Pond, on the Chateaugay branch of the Delaware & Hudson rail- road. a wooden trestle took fire from the forest fires and a freight engine broke through, carrying Engineer Kel ly down with it. Toronto, yim 1.--The report of the royal commissioners, Chancellor Boyd and Chief Justice Falconbridge, who in vestigated the charges made by R. R. Gamey, M.P.P., was laid on the ta ble of the legislature this afternoon. The report, in substance, exonerates Hon. Mr. Stratton from the charges of bribery and finds that the charges was only a scheme by Gamey to ex plain his erratic course. FAMILY REUNION. Gen. Snyman Meets His Wife And Children. New York, June 4.The familv of Gen. Snyman, formerly of the Boer army, consisting of his wife and five children, have arrived in New York.
