London, Aug. 3.~Times Dublin spe- cial says : The king has hastened by many years the coming of national unity and peace. In at least two pro vinces attempts were made to impair the warmth of the welcome, yet there, | elsewhere, the king broke down every intrigue of interested disaffec- tion. The outstanding feature of the visit perhaps -was the manver wherein the Roman hierachy unbent from their stubborn attitude of reserve to wel come his majesty the bead of the constitution. The king's gracious re- lations have smoot! way for this remarkable infovation. The bis- hops, far more than the politicians, are . still the leaders of Irish demo- cracy, and their advice will undoubt- edly kill any absurd and unconstitu- tional movement, such as mond's injunction, that no corporate body of nationalists should present loyal addresses, where the parliamen- tary leaders "play up," when Ameri cun subscriptions show symptoms of ceasing to flow. The official organ of the church in Ireland welcomes the king's reply to the Maynooth College addressez as a "Peaccful sign of the abatement of political and sectarian animosity, which has done so murh to retard the country's progress.' Takibg advantage of the permission to pass the bronze door, London Times correspondent at Rome visited the "vote" and examined the elabor- ate arrangements for the seculsion of the conclave. He says that once in- side the vatican one might imagine oneself in a besieged mediaeval fort ress, for the Swiss Guards, with hal berds, seemed to pervade every court, staircase and gateway. As for the in ner enclosure, it was obviously i sible to communicate with the in fates, except by means of "vote," each" whereof is in possession' of the church dignitaries who did not regard supervision as a formality. The com- plicated blockade worked with ro markable smoothness, as, if the coh- clave were a frequent. event, for Sebi the vatican is constantly drill' ea. A campaign of wilful misrepresenta- dion of Mr. Chamberlain's preferential policy is being actively carried on, A statement having been. published in Manchester that it is proposed to tax raw cotton, exempting colonial manu- factured goods, Mr.. Chamberlain ' re- plied that the correspondent's state. ment is absolutely untrue. The Chroni- cle, asks, however, how it is possible to give preferential treatment to the colonies except by taXing raw materi als in addition to foodstuffs. The Spectator, commenting on Mr. Cham- berlain's proposals, says - the most burning question at the presend mo: ment between. the motherland ang the colonies is not the economic one, There is an unanswerable proposition that all well-conducted subjects of the empire have a right of entry and resi- dence in all the provinces of the em. pire, yet if the British government should insist upon that in the inter: ests of its colored subjects, we proba: bly would lose within ten years Can: ada, Australia and South Africa. It adds these colonists are known to he the mos€ friendly and faithful to Great Britain if Jet alone, and should be treated as equals, not as depend: ents, though asking for pecuniary ad: vantages. The speaker reproduces § letter from a Nova Scotia vorrespond: ent'of the Cobden Club, who =avs it is a farce that Canadian opposition leaders and journals talk of a prefer ence, and still ery Canada for the Ca: nadians. The speaker, comnfenting on the correspondent's statement that the attitude of a large part of the Canadian press is decidedly critical to Mr. Chamberlain's proposals, save facts like these are worth a column of Reuter about Canadian feeling. The Pilot, discussing the Canada-Germany affair, savs it cannot be pretended that Richthofen adopted deliberately an' aggressive attitude tow Can- ada. It admits Germany has@ perfect right to reply, and asks with unfon- scious humor : "Are there not econ- cessions and advantages connected with coaling stations which Britain could offer Germany as an inducement to conform to her wishes ?"' * The king's message is regarded in England as a felicitous ending of a memorable visit. The press of both political pasties agree that his majesty has rendered an inestimable service by his personal attitude and conduwet dur- ing his tour, which he undertook less verhaps jo shower benefit than to be judged. It is held here 'that he has strengthened his own claim to be re. garded in history ak "Edward the Peace Maker." Concurrently with the issue of the message, the King announ- ces that he has received from Lord Dublin hospitals, both Protestant gnd Catholic. For all the prevailing' depression in the stock market, the happy announce ment of the Grand Trunk Pacific de tails have produced lively dealings in the Grand Trunk's securities. Az a matter of fact, however, no marked ef fect. should occur, as the details 'leave the plan unaltered. The first impres- sion was astonishment at the govern: ment undertaking such a s heme. Mr. Deacon's widow land two daughters have been residing here for some months Rev. J. G. Shearer, general secre tary of the Lord's Day Alliance of Canada, shaves with the leading mem- bers of the erganization ay ontimistic view of the recent decision of the pri. vy council with regard to the Lord's 'Day Act. He declares that bakers, bar- bers and others who undertake 'to defy cither' tne act of 1805 or the electric railway act} or the shops regulation act, will find'ont to their sorrow that they have made a mistake. The latter two acts, Mr. Shearer says, are both within the purview of the province, and can be enforced withoft question. The Ontario Board, Mr. Shearer states, will meet at once, and that of Canada in a few weeks, and these re- presentative bodies will decide for themselves, what action ought to be taken, Rev. J. J. Mr. McNeill 's that in view of the fact, that the West is ra- vidly expanding, he believes it is his dpty to remain in Winnipeg. Globe Ottawa special ©: The report that Germany has opened negotiations with Canada, looking to a readjust ment of the tarifi, in so far as it af. fects this country, appears to be al together groundless. Some verv nice things were paid from the government benches, as to the ability of Mr. Haveock to in- spect binder twine, and, listening one could almost fancy that his in spection would improve the ghality of this useful article. In the hurly-burly of debate poor Mr. Haycoek was hardly ever called the same name twice. He was alternately Hayeock or Playcock or it might be Maycoek ' or Laycock, and towards the last he was carelessly styled Badeock. Mr. Barker, M.P., made a curiously involved address "in which the new appointee grew to be an inspector of Haycock's and' enjoyed a large selec. tion of other titles more or less lan¢ cifol.
