Mr. Tisdale, when the redistribution bill comes wu; for consideration, will move that it be referred to a commission, to con- sist of the chiel justice of the highest courts of the judicature in each of the provinces of Canada, for the purpose of fixing the boundaries for each con stituency, and to determine the num- ber of members to be elected for each riding. Second, that such commission shall consider the distribution of population according to the latest census, and shall particularly have regard to the 'principle of representation by popula tion, geographical compactness of po sition, and also as far as practicable to the boundaries of counties, muni cipalities and cities. In view of the many fatal accidents which have occurred recently in Otta awa, a proposal is made that the fin ance committee be: instructed to en gage an expert to examine into the system adopted by the different com panies, and in the event of his find: ing any defects or lack of proper safe guards or Jrecautions, to suggest such means as he may consider necessary to obviate the danger.
