Among the Highlands of Perthshire I sojourped for one and a hall weeks, and while there it was my privilege and 'pleasure to spend an afternoon at one of the schools in session, as well as learn of other schools in the neigh. bor! Rev. Dr, MeGregor, of St. Cuthberts, Edinburgh, was asked once by the late Queen Viccoria where he was born, The eminent divine replied, "In the most beautiful portion of your majes- ty's domisions," 'And where may that be ¥" inquired the queen. "In Perth shire, please your wajpsty," was the answer, In preparing an address on the ele mentary schools of Scotland, 1 met with a subject of little previous ac quaintance. My sources of information have been various, some reliable, and perhaps some not so much so, but in the little time at my disposal 1 have sought to ascertain a few of the main facts pertaining to an exemplary sys tem of public schools, and hope vou will be able to get some useful infor mation and some new ideas, to further the interests of education in our own country Unlike England, where dissatisfaction and controversy are rife over the pres ent educational policy of the govern ment, Scotland stands aloof from the quarrels, satisfied and contented with its good educational facilities and or ganization. The Archbishop of Canter bury is one of the main champions of the English educational act of 1902, and the London educational bill of the session just ended. Public spirited peo- ple do not like that the public schools should be domineersd by the established church. The "passive re sisters" in totalling several thousands, are up before the courts for over numbers non-payment of school rates, which they refuse on account of religious teaching in the schools, a religious test of the established church for head teachers, and the public not electing, but a minority of the school board In Scotland the established church has not the power and control, which it exercises in England, and further, church and private schools are much diminished In number, This allows education to be practically under one orfganization--the state The head of the Scottish education is the Scottish educational de partment, Whitehall, London, The Scotch would much prefer Edinburgh as their educational centre, as they dislike doing their school business from such a distance Scotland is divided into parishes and burghs, over each of which is a school board, in the former of five members, and latter five to fifteen, elected by the ratepayers. There is a sys tem of superannuation of teachers, They retire at sixty-five years of age, on pension in proportion to their sal ary, some of £70 to £80, Subscription to the grant is compulsory as the amouns is kept off the government grant, The school rooms of Scotland are pleasant, home like places, not too commodious, but sufficient; decorated often artistically, and suppiied with plentiful amount of appliances. I not ed the following in two or three schools I visited, library, museum, pi ano, pictures, paintings, dumb bells, wands, liquid measures from gill to gallon, tape line, scales and weights, clock, maps and globes. Very seldom in our country could we find 5 collec tion as above, particularly in rural schools. Of the three or four 1 saw in Perthshire, théy had most of these enumerated, The school I visited in session was Ballinling school, in the parish of Logierait--beautifully situated nemr the junction of the Tay and the Tunpel=the native howe of our ree pected premier, the late Hon. We were most kindly received by the principal, James Kennedy, and the balance of the afternoon with no in termission, was given over to our par ticular entertainment and pleasure. Mr. Kennedy is a graduate of Edin burgh University,» and has been head: master of the school for twenty-five voars. His residence is at the end of the school, (as is the custom in Scots land), a pleasant and pretty home. There were three. rooms in the school and an average attendance of 135; twenty-five years ago it was 200, The children sat in long rows, the seats and desks being continuous, perhaps thirty feet long and room for about sixteen in a seat. . The children were all neatly dressed, a few of the vounger with the Hiehland kilts, which seemed very uttigve to tis. The children were well disciplined, and complied with every wish of the mas ter with the most pleasant ohediency; the only indiscrepancy that happened was about 4.30 p.m., the master save: 'Now there's 5 bov over there, that's got his fishing tackle oot," but in our minds he was quite excused.
