'Those who went and those who stayed were devoted to the party. The government and the em pire had lost the greatest colonial minister the country had ever seen Mr. Chamberlain's services, the pre mier said, could not be exaggerated His place could not be filled. Mr. Bal four added that he had nothing to add to the reasons that had induced Mr. Chamberlain to think that he could serve the cause better in an un official position. He would leave it to Mr, Chamberlain to express his views, which did not differ by a hair's breadth from his own as to the rea sons he had for taking this step. Mr. Chamberlain, the prime minister said, -1 had not withdrawn his support from the great cause in which they were en gaged; they could count on him in the future as in the past Lord Milner, said Mr, Balfour had not found it possible to accept the colonial secretaryship, but he was in entire agreement with the government on the imperial domestic policy. He considered, however, that he could deal better with the delicate South African questions on the spot. He (Mr. Bal four) had argued with him that he could do so better in Downing street, but neither had succeeded in convine ing the other. Lord Milner's decision, the premier said," was greatly to ' be regretted from an imperial standpoint When Great Britain has a loval and united South Africa it would be due mainly to those two great men, Cham berlain and Milner., The prime minis ter, continuing, declared that the unionist party was never in better heart nor were its opponents ever more hopelessly embarrassed. He ad mitted that when the topic of fiscal reform was recently started he would have been content te leave it an open y question among the members of the government party, but neither his .col leagues in the government, nor" the of Commons, nor the country e| would tolerate that view. They were determined to have a distinct, cledir and unmistakable lead to the party and this he meant to do. He had given the topic his best thoughts and was firmly convinced that his policy was in harmony with the best tradi tions of his party, The Daily Mail says it learns that Mr. Chamberlain proposes not only to repeal the existing food taxes to the exact amount of the taxes he would impose, hut would use the proceeds of a tax on foreign marufactured goods to wipe out the remaining balance of food taxes. On this the Mail per forme a somersault. It declares that it will support Mr. Chamberlain, who, hitherto, it has violently opposed. MATTER POSTPONED. The Time Extended For Days. Sault. Ste. COL. G. F. ELLIOTT. Washington, Ds C., Oct. 3. George F od to the command of the Marine Corps in suecession to Major-General Charles Heywood, retired, owes his appointment to the gallant service he performed in coinmand of a company of marines at Guatepamo. In one of the hottest actions of "the war he vol unteered and dislodged the Spaniards who were guarding the water sunply at Guantanawo.
