Must Have Passports To Enter United States, It is not generally known that only Canadians, Mexicans and Cubans are allowed to enter~ the United States without passports. Yet that is the law of the southern "land of liber- tv." On Tuesday two Englishmen, re- cently from the old land, boarded the steamer New Island Wanderer at Kingston, and went across to Cape Vincent, en route to Buffalo, N.Y. At the Cape they could produce no pass- ports, and accordingly were turned back to Canada. Thus the people of the United States treat as foreigners people of their own blood. Steamboat and railway companies taking prohibited people into the Un- ited States without passports are made responsible.
