New York, Nov. 23.--The Sun's Lon- don correspondent says that the yond has found a new master, who has begun to shape the international relations of Europe. His handiwork is now fully recognized, and his name is Edward VII. The correspondent adds: As a result of the conferences which have been held in connection with King Victor Emmanuel's visit, the terms of an arbitration treaty between Great Britain and Italy have Leen agreed upon. The scope of the ireaty is somewhat broader than the recent Anglo-French agreement. The ratifica tions will probably be exchanged within a fortnight. It may be said in general terins, that the rapproche- ment now existing between Italyand Great Britain is much closer and more friendly than that between Ita- ly and the other members of the tri- ple alliance, although not imposing the same technical treaty obligations, The same process of disintegration if one may use that term, has taken place in the French relations with Russia, to an extent much more seri- ous than is vet apparent. It would be gross exaggeration to say that the Franco-Russian alliance is in danger of dissolution in the near future, but it iz true that the bonds uniting the two countries have already become more technical than sentimental. There is an equal probability of di- vorce under such conditions in a na- tional alliance, as in matrimonial ones. It hecomes clear, almost daily, that as the dual and triple alliances lose their most important element of cohesion, the ties become stronger be- tween Italy, France and Great Bri- tain. ° FOR HOARDED TREASURE. Seventeen Italian Navvies Burned | To Death. Johnstown, Pa., Nov. 23.--While over 100 Italian railroad laborers were asleep in a shanty near Lily, on the Pennsylvania railroad, on Saturday, the building caught fire and before they could escape twenty-seven were burned to death and: a score or more were seriously injured, The men were employed by MeMen- arim & 8ims on the Pennsylvania railroad improvements between Lily and Portage. The shanty was about 100 Jeet long and one storey in height. One end was devoted to the coo ht and eating, while in the other end the men slept in bunks. There was only one door at each end, and the windows were few and small. The fire is suppoted to have started from an overheated stove in the kit- chen. The building burned like tinder and the flames were upon the men be- fore any of them were aroused. The men fought and scrambled for the doors, and the weaker were crush- ed down and trampled. Others were roasted to death there. : Those who strove for the door were in the wildest sort of panic. They fought and kicked, and among those who escaped there are many who bear marks of violence. A few got out of the small windows, minus clothes, and with their bodies cut from broken glass. Many had their savings of years in their trunks, which they left behind them in the building. Remembering this fact as soon as they got outside, thev fought just as fiercely to get back. - A few succeeded, but for the sake of their hoarded treasure they gave up their lives. In the ruins some of the corpses were close beside the hooped bands of their trunks, and melted gold and sil- ver which had been kept in those re ceptacles indicated that they had fallen and died with their treasure in their arms. Boston, Mass., Nov. 23.--President Gompers on Saturday was re-elected president of the Federation of Labor. The convention voted by roll call, and Gompers was retained by an overwhelming majority. The vote stood : Gompers, 12,524; Kreft, 1,342. Steamer Gem Burned. Huntsville, Nov. 23.---The steamer Gem, 'plying on lakes in this vi:inity, owned by A. Sydney Smith, of Port Sydney, took fire at her lock in Huntsville 6n Saturday and was to- tally destroyed. Benjamin Budd Guilty. Montreal, Nov. 23.--In the court of ling's bench, Benjamin C. Budd was found guilty of a theft of 8600 from Adam Beck, mayor of London. He was allowed to go on suspended sen- tence, but will furnish a $3,000 boad. Nov, 23.--The ten per cent. reduction in wages in the cotton mills of Southern New England went into effect to-day, the cut affect ing fully 115,000 operatives. From returns received to-day practically all of the mils of Southern and Central Massachusetts, Rhode Island and Eas- tern Connecticut reduced the schedule cf wages to that in force prior to the general increase made in 1902. The reduction was long expected by the operatives and no serious trouble is anticipated, though there is general dissatisfaction pes 5% the workers, particularly in the Fall River dis- trict. New York, Nov. 28.--The World pub lishes the following cable: "Berlin, Nov. 21.--Sinister rumors come from Skiernewice, Poland, ac- counting for the sudden death 'of the little Princess Elizabeth of Hesse, niece of the czarina of Russia, at the moment of a family reunion. The un- fortunate little princess and her fath- er were the guests at Skiernewice of the czar and czarina and it is now said that an attempt was made to poison the whole royal party. "The princess was the only victim although the czarina was made ill and the czar was more or less affected by poison. "There was some wonder that the czar and agarina did not attend the funeral of their neice, but it is now explained that they were too ill to be present. Mrs, Fitzgerald started the Mount Tabor holiness meetings thirty years ago, and has conducted ° them every year since.
