Loudon, Nov. 25.-The Duke of De vonshire presided and was the princi: ~ speaker at a great demonstration Queen's hall, last night, under the auspices of the Free #ood League. It was the dukes first public speech since his resignation as lord president of the council and the first meeting active propaganda of the Tarif He form League. The hall was packed and the pro minent personages were given a tre mendous reception, The Duke of De vonshire was given a great welcome. He said : : "There might be differences of opin- ion concerning the extent to which re- taliation might legitimately go. Some members of the league were not alto- gether d' to some form of pro- tection, but they were all united and prepared to revist to the utmost the imposition of any protective taxation on foad, or protective duties general ly." He himself claimed the right to oppose anything in the nature of a return to protection. Prolonged cheering followed this statement of the duke. Continuing, the speaker said that while the fiscal policy was not a party guestion there was nothing that the advocates of the scheme which emanated from the brain of a single statesman, would like better than a" (general election which would turn on this questionable one. The public liked a clear issue and such an issue had been placed before them by Mr. Chamberlain, who left the govern- ment in order that he might be free. AN EXPLOSION -- AT_KIPPEN, BLOWS UP PRES Bursting Of Acetylene Generator Cause of Accident--Minister Is Seriously Imjured--Many Others Hurt--Are At Manse. Kippen, Ont., Nov. 25.-St. An- drew's Presbyterian basement and school room were blown up last night, at eight o'clock, by the bursting of the acetylene generator, caused, it is supposed by a leakage in the connec- tions, which was being looked for at the time of the explosion. The care- taker, W. Moore and Rev. Mr. McLen- nan, the pastor, were investigating the cause of the escaping gas when the terriffic crash came. The explosion blew out the east end of the base- ment and shattered the school room. In the excitement, the door leading to the church and yards became blocked, and the people in their frantic efforts to make their escape, trampled on and bruised cach other badly. In the course of twenty minutes the room was cleared except the injured. Rev. Mr. McLennan's face is burned, and he is injured internally, by inhaling the burning gas, while his eyes are sup- senseless, and Dadly injured about the head and face. He will recover, but will be badly disfigured. Mrs. James McLean is seriously burned, but there is every hope for her recovery. Miss Nellie Cooper, Miss FE. Flgie, Miss Alice 'and Florence Taylor were badly burned on the hands and face. Five others also are injured, but not so seriously. Doctors are in attendance. The patients are being cared for at the manse, and at héiises in the vil lage, not being able to be removed home. The explosion was heard for a mile distant. General Ma is said to be ready to march into Shan-Hai-Kwan at the head of 18,000 men. An Open Challenge. St. Petersburg, Nov. 25.--The Ne voe Vremya to-day, commenting on a cabled rumor that Japan intends to take possession of the port of Wiju, in the estreme north west of Corea, says such action is hardly to bé credited. Should the port he taken, however, the paper believes it would constitute an open challenge to Russia. -- A Decision Rendered. Montreal, Nov, 25.--Judge Fortin, in the case of Cochrane vs. McShane, to-day, asserted fhe principle that damages received for personal injuries are seizable, previous judgments hav- ing maintained the contrary. Mavor Cochrane had a judgment against ex Mayor James McShane, now "harbor master, for $2,000, and McShahe re cently was awarded judgment for $600 for injuries received from a runaway horse.
