He is familiar with every pub- lie function and lends life and inspir- ation to it by his presence, To be what his office ealls for he is the busiest person in: the community. His colleagues in the council ought to be similarly minded. They should have only one object in view--the public good. One is made to meditate upon the subject when he reads what Prof. Taylor, of Chicago, has to say about the icipal development of Fng- land which he went across the sea to study. "Graft," said he, "is unknown in civic government, the corrupt prac tices act, having practically wiped it out of existence, Again, there is no; partisan politics in local affairs. In the morn- ing about ten o'clock the craft was sighted from the piers and after two attempts were finally rescaed by the bravery of Capt. Matheson and his companions. captain's brother, Capt. D. HIS LAST LETTER. Was Sent To A Loved Sunday School. E. W. Rathbun sent the following letter to the Presbyterian Sunday school in Deseronto of which he was superintendent. Charged with the robbery of $20,000 worth of jewelry from Mrs. William Welch Harrison, Glenside, Philadel phia, Adoli Waltz, a servant, formerly employed by Mrs. Harrison, is locked up at police headquarters, New York, to await extradition. The jewelry in- cluded a pearl necklace valued at $15, WERE BLACKMAILERS. How They Worked The Game in Montreal. Montreal, Nov, 30.--Blackmail was the charge preferred against Joseph Valentine and Jean Paquette, in the police court, to-day, to which they pleaded "not guilty," and were re- manded for trial. The story told hy the police as to methods alleged . to have been adopted by the prisoners is a strange one, The prisoners rented a house on St. Timothee street, which had a certain reputation as a house of ill-repute, and so numerous were rings for admission during the night, after its suppression as a disreputable resort, that decent people 'would "not rent it. The prisoners are said to have turned thése visits to account by in- viting callers in and demanding money for their release. A club played a prominent part in the argument which persuaded visitors to part with their money. So notorious did the game be- come that a police officer was sent with marked money in the role of a caller and his experience was as ex- pected. Shortly afterwards, officers ar- rested the men and it is claimed the marked woney was found on one of them, when searched at the police station, DEMAND OF EVACUATION, Sensational Statement Made By a Russian Official. London, Nov. 30.--According to the Tokio correspondent of Mail a tele gram has passed between Gen. Wogack and Yuan Shai Kai, director-general of the Pekin-Shan-Hai-Kwan rail road, in which Gen. Wogack is re ported to have stated that the de- mand for the evacuation of Manchuria is unreasonable and impossible of ful- filment. " Yuan-Shai-Kai replied to this that a third power would never consent to accept such a view. Gen. Wogack 1e- joined that a third power meant Jap- an and that Russia could easily crush so small and poor an opponent at one blow, adding that China must ac- cede to Russia's wishes, { A Consolidation Reached. Port Arthur, Ont., Nov, 30.--A con- solidation of the gold mining proper- ties. of Sturgeon Lake has been made and a company to be known as the Northern Light Mining and Develop- ment company, with a capitalization of $1,000,000, organized to develop and mine the properties. The consoli- dation consists of nine properties comprising 567 acres which are all the principal gold discoveries in the Stur geon Lake country.
