Special letter to the Whig Boston, Mass., May 31.- Another day of memory to our dead heroes is over. Yesterday was Meinorial Day, as was manifested by the elaborate me morial decorations of Hignitiye nts and graves of dead soldiers. Fach com- pany dead comrades and cach, monument had a wreath and flags placed upon it. The different companies paraded through the city with muffled drums, and the day was celebrated solemnly with true patriotic hoor. The after- noon was practically spoiled for am usement owing to a very heavy rain, which made it a harvest dav for the theatres. The seaside resorts put on special attractions for the dav and dres large erowds. It is davs like this that Americans take pride in celebrat- ing for the refreshir incidents in tht young generation's memory of what their grand-parents did to win the perfect freedom which they now enjoy. The much -talked-of Fast Boston tun- nel is now nearing completion, and it is stated on good authority .that the first cars will be run some June. It is all completed but the track laying, which is progressing as fast as can be expected if no accidents occur. One can ride under the harbor without charge !. EZUELAN DISPUTE. Eleven Countries Involved--Rail- way and Government Mone- tary Claims Granted £ngland. Los Angeles, June 2.--Frank Plum ley, of Vermont, a lay delegate to the general conference 'of the Metho- dist church, according to the Times, has just forwarded to the British and Venezuelan governments, through their respective ambassadors, his de- cision as umpire in the dispute be tween those countries. Eleven different countries were in. volved, including Great Britain, Ger- many, Italy, Holland, Spain, Mexico and the United States. Great Brit. ain, Holiand and Venezuela joined in asking President Roosevelt to ap- point an wmpire to settle the point involved on which they could agree. Some of the points: which Mr. Plume lev was asked to decide were new in international jurisprudence and he was permitted to take the evidence to this country for turther considera Mr. Plumley now outlines the re- sults of his: deliberations. There were four awards, one involving a large mugy of money, apd the others dealing with important questions of interna- tional law. In one case regarding the payment of interest on awatds, there was no precedent. It is a new step in international jurisprudence. The two remaining questions were covering the question of citizenship where the laws of the contending countries were not uniform and well settled. The decision rendered--by- Mr. Plum- ley were among the most important and far-reac hing which came before any of the commissions at the Cara- cas 'convention. These awards are made, and as by mutual agreement is ion is to be final and conclu: sive, the last vestige of the Véneaue- len dispute has now passed away. The first. of the avards was in the cele brated case between the Puerto Ca bello and Valencia railway, a power: ful British company, and the Vene zuelan government which guaranteed a certain income which was not made good. The umpire made an award in favor of the company, 200,000. the last to be of 81.2 Most interesting from a legal stand: point, was the decision in regard to a claim by Gréat Britain for interest at five per cent. upon awards made by a mixed commission, in 1569; the conven tion constituting this cominittee, hav: ing provided that the Venezuclan gov erpment should hy its congress make Venezue when no rate is rate of three per cent., the lan statut rate, named in the contract, should be al lowed from the time the Venezublan congress ratified the terms of the con- . accepted the findings of the copy: mittee and made the first payment on account. Regarding the disputé as to citizen ship, England set up the claim, that a man born in Venesela, of British pa rents residents in Venezuela and al ways residing himself in Venezuela, was a" British subject und the con- tituticn of Venezuela existing gt the time of his birth. This construction of the canstitution," Venezuela opposed and insisted that the man was a None: selan by birth and domicile. The lat- ter contention was sustained by the umpire In the last count, Great Rritain urged that case of a British sub domiciled in Vineznela, and who died there and who was married to. a Venezuelan woman, such widow hecame a Hritish subject by such marriage standing after his as a claimant to her hushand in winpire denies this ject J for w cause acerning his lifetime.
