(This provision is not to prohibit the laborer, individu- ally, from withdrawing from the em- plcyment, nor the, employer from dis- charging him when he is considered by the employér to be incompetent, or inattentive to his work, or insubor- dinate to. the regulations of the busi: ness, nor when the business does not demand his services.) 5. If the parties are unable to agree upon the variation in the hours of labor or wages under the contract, such variations shall be determined by a court of equity, having jurisdiction of the parties on petition by the em- loyer, or by twenty or more of the laborers. : A.
