Ottawa, Dec. 27.--The resignation of James A. Smart as doputy minister of the interior has caused a rumor that he will succeed Mr, Congdon as gover: nor of the Yukon. He is regarded as a fairly capable administrator and is a shrewd politician, and has the hap py faculty of being familiar with Mr. Sifton's policy, and ideas in connec-' tion with the development of the Yukon. Candida now controls the bulk of the trade to the Yukon. Five years ago the reverse was the case, and the am- ount of foreign goods imported itd the Yukon was nearly double that of domestic. In 1899 the total trade wak was 24,856 tons, 15,012 tons foreign and 9,814 domestic, For 1904 the total importations amounted to 35,468 tonsy of which the foreign ' trade was only 12,602 tons. For 'the past three fiscal years there has been a large and in creasing: balance of trade in Canada's favor. This is the case of goods en: tering northern British Columbia and Yukon via the White Pass and Yukon route, angounted in 1901-2. to $1,910, 850; in 1902-3. $1,904,539, and in 1903- 4, $2,615,022.
