Thomas Sproule, the newly-clected warden of Frontenac, was born in Kingston township in 1846, within a mile and a half of where he now lives, outside . the village of West- brook. His parents came from Ireland in the thirties. Mr. Sproule las fol- lowed agricultural pursuits all his life, and has lived in Kingston tcwn- ship since his birth, with the excep- tion of nine years spent in Frnest- town, the township adjoining. He married Eliza Jane Sproule, whose Surname was .the same as his own, He has one son. Warden Sproule has been in wunici- pal life since 1892, when he was clect- ed a township councillor, serving as such for two years. In 1896 and 1897 he was reeve of Kingston township. He is a member of the A.O.UW. a Methodist and a conservative. The new warden has served four years in the sounty council, and is well posted on' all county matters. Hoe has prov- ed himself to be a od debater, and has served the people faithfully. As warden he should render good' service to the county. Royal Military College. The bill dealing with the Royal Mili- tary College, which Sir Frederick Bor- den will intréduce, will abolish the present limitation that the amount paid in salaries shall not exceed $26,- 000. There is a larger staff than form- erly and this limitation would pre- vent the payment of their stipends. The bill will also require the board of examiners in each military district to conduct the examinations for admis- sion to the Roval M itary College, instead of merely super ising them, It is. proposed in the bill to grant pen- sions to four of the subordinate mili- tary officials of the college, thas plac- ing them on the same footing as the rest of the permanent force, ---- Men the World Needs.
