Fire Alarm Box to be Placed at Cotton Mill -- Underwriters Want Appliances and Hyd- rants Specially Looked After in Winter. The fire and light " yesterday afternoon. This is one of the new committees formed by the separation of the light plant business from that of the former fire and light committee. In attendance were Alds. Mallen (cW@irman); Bell, Sears, Ross, McKay and Harkness. A communication was received from the Canadian Underwriters' Associa: tion, directing attention to the neces sity of having fire fighting appliances 'and hydrants kept in good condition daring cold and stormy weather. The work of keeping = the hydrants clear was stated by the chairman to be the duty of the water works' committee. On motion of Ald. Bell, it was decid- ed to direct the attention of the water works' committee to the fact that after the last snow storm the { hydrants were not dug out. 1t is im- portant that they should be, so as to allow the firemen to operate ocasily On motion of Ald. Harkness, it was decided to put.a fire alarm box on the cotton mills' property. The cost will be about 855. The present box on Cataraqui street will be moved to Rideau street, near Davis' tannery, so as to give it better protection. The transfer of the latter box was left to th? chairman and the chief. The annual report of the chief was considered, There was some discussion upon "the recommendations regarding the need of better fire protection in a number of public buildings. A full re port upon this will be secured . hy Chairman Mallen. Ald. McKay claimed that more pow- er in the placing of the firemen shoul be given the cliel. Ald, Ball agreal with this, as the chief was to a great extent resphnsible. If he was respon sible, then he should be allowed to place the men. "What is the use of having a chiel." said Ald. MeKay, "if you do not give him that power." Ald. Ross wanted to know if he would change the men without informing the committee. The request of the echie committee met showed that he suggested that the changes would be subject to the ap proval of the committee. Ald. Ross said he was in favor of giving the chief more power. Ou motion of Ald. Bell, the request of the chief was granted. and the bylaw accordingly amended, Ald. Bell held that the more power given the chief, the better work would be done hy the brigade, and there would be less friction. The members expressed confidence in Chief Elmer, who, they stated, was doing efficient work for the city. The members de clared that at the fi¥e of last Wednes- day night, the firemen more than carned their month's | pay. Their wages were considered very small, and they | ware * worthy of "being raised. Ald. Roks expressed snrprise that the chil recived only 72 un vear. It was a disgrace to the city? he claim- el. Clerks received as high salaries as that, and Chief Elmer, in view of the work he is doing, should be given more money. The men, too, he held were underpaid. It was decided to adopt the grad ing pay system as advocated by the chief. Accordingly John Hall, H. Stratford and Samuel Hall will ad vance to Grade 1, at $1.50 a day, and A. McKee to Grade 2, at $1.45 a day. The question of raising the chief's salary was left over until text mest ing.
