Carfion's Discus- sion of the Railway Situation at City Council Meeting. Ald. Carson was the chief speaker at the city 2oumeil meeting on the street railway question. He had en ough books and docwnments on his desk to do eredit to a politiclan or a lawyer, and handled them with dex- terity., After the ameading of the min. utes, he arose on a question of privil. ege, and desired the clerk to read the minutes of the fire and light commit. tee's conference with the street rail way and School of Mining representa: tives on October 20st last. His ob ject in making this request was to show that he was correct at the last city council meeting when he declared that the street railway company was well aware of where the city stood on the question of allowing it to deal with the School of Mining on the question of power supply. At the meeting of October 21st, the minutes showed that the committee would not hecome responsible for the power from the School of Mining to the street railway for twenty vears. That was the only basis upon which the School of Mining would deal with the company, Mr. Nickle had said that the comipany was never officially notified by the city council, in answer to its request, and Ald. King pointed this out, Ald, Carson held, however, that Mr. Nickle knew where the cite even if he didn't get official natification from the council. He was at the conference, and heard the dis cussion, Al. Toye explained that the reason the fire and light committee had not reported to council on the matter last October, was because the guestion had heen referred back to a sub-committee, which held several conferences affer wards, and at the close of the year, no arrangements had been made. Later, Ald. Carson disevssed the street railway situation, claiming that before the city council should appoint an accountant to examine the books, it should know at what figure the hondholders would sell, In reply to stood, this, Ald. Rigney said that the city was asked for concessions, amd before any could be granted, it must know exactly where the railway stood. Ald. Carson claimed that the railway peo- ple should build a power house for themselves, If the city carried the railway it would have to expend $15, 000 to $20,000 additional on the pow: er plant, and he certainly this. R. V. Rogers, the bondholders' tras: tee, wrote, requesting that when the tity's accountant made his examina: tion, the bondholders' auditor be al- lowed to go over the books with him, #0 as to learn the exact fiiancial po- sition of the railway. Only in that way could the matter he properly ad- usted, becanse if separate examina: tions wore made, there might be difier- ences in the reports, United work hy two accountants, one representing the city and the other the bondholders, wonld prove hest.
