Mowat remarked that the locomotive works had not been given fair play by the city council, recently. when it asked it to pag the cost of laying a water main fof fire provec tion. The works was he best indus- try in Kingston, and yet it had been harrassed, while other concerns of the castle-in-the-air type had been bowed { down to and worshipped.
