France agrees that the status quo shall be maintained, and that the sul- tan's sovereignty shall be unimpaired; in a word, she is determined at all costs to avoid a war. Germany's con- sent to negotiate directly with France, may be interpreted as a willingness to abate her provocative attitude and, at least, to postpone a war crisis, The French government hopes that Faogland will not oppose a settlement upon anv terms possible, The French reply to the other Ger man demands is not known vet, but' there is the highest authority for be leving that Premier Rouvier will meet the German emperor's wishes in a con ciliatory spirit, if possible. Ottawa, June 20.--The decision of Justice Anglin in regard to the de portation of aliens is that, the Cana: dian parliament has no power Xo de- port aliens to foreign territory, It is understood that the department of justice does not feel bound to accept the decision of Judge Anglin. If there is no appeal, as the judge then the dominion government will find a way of getting a final judgment in the fase. It is a question whether Justice Anglin's decision does not de- clare the whale statute ultra vires or ly the deportat} clause, If it rely refers to the depottation' clause then the adoption of a fine could be used instead of deportation, The de- cision of Justice Anglin also raises the question as to the deportation of im: migrants which is ping on all the time.
