He is a native of London, and is forty-seven yoars of age, Mr, Bund' mode of life might be summed up in the words he ix credited with having used on one occasion in reference to it : "Came into the world with a struggle, struggling now, and prospects of con- tinning it." Mr. Burne is not unknown as an anthor either having written puch on the subjects dear to his heart. He makes a special study of penology and eriminolugy. Todeed at six o'clock, this morning, he visited the provincial penitentiary and was much interested in what he saw at the out sot of a prisoner's daily rounds. He expressed himsolf as pleased with the government of the. institution and the greater freedom and democracy which characterized the place as compared with. those at home. It was the na tural difference between the younger colony and the old and settled motherland. Finally speaking of the inhabitants of Canada, the visitor was more than pleased with them and the treatment received at their hands. They bave done everything possible to make the visit as enjoyable as possible, While in the city Prof. Shortt. of Queen's, who is recognizagd over Ameri- ca as an authority on problems soci- olistic, had a chat with Mr. Burns last. evening, and again this morning. The distinguished guests visited Quorn's University this morning, and will probably leave for the west by the steamer Kingston this evening. ! J. Allan Baker, who accompanios Mr. Burns, on his present tour is no stranger to Canadians and will no doubt be remembered by many King- slonians, as he formerly resided in this city. Before retuming to the land of his adoption, Mr. Baker will probably visit the place of his birth, Trenton. J. Allen Baker is the Canadian who a few months 'ago inflicted a decisive defeat on a Chamberlainite candidate in East Finsbury, after one of the hardest parliamentary campaigns that have taken place in London for many years. His particular platform is mani- cinal ownership and for vears he wag- ed a successful war on its behalf in the London = county council of which he Was a member, His particular objec- tive point was the tramway systems which robbed the people right and left. According to latest advices the fight has concluded in the upholding of the peonle's rights and to-day the munici- pality is in possession of franchises giving it the control of the tramways, Mr. Baker vigited this country last August, in company with George Hawes, a noted author on social pro- blems, and an assistant editor of the London Daily News, the official organ of the liberal party. Both Mr. Burns and Mr. Baker are pronounced free traders and while they make no prophecy as to when the fren eral election in the United Kingdom will take place they predict the utter defeat of the conservative party and the complete repudiation of Mr, Cham. berlain's polioy when the appeal ig made to the people. Mr. Baker Fw that the only in. ference to be drawn from the bve-elec- tions that had taken place during the last two years and from the fact that constituencies that had been conserva tive for the last twenty vears had nn mistakably proclaimed their adhesion to fre trade, was that the country would tolerate na departure from the | policy under which it had prospered #o long and under which it was still prosoering. Peterboro Examiner, . "Made-in-Canada' doesnt go down with the trustees of Queen's Univer sity, Kingston. The latter have ignor- ed a largely-signed petition of Queen's graduates to appoint a Canadian as assistant professor of lan- 'guages, and have instead: appointed at Cambridge, Eng., man. One would think that the trustees of Quéen's would, even if they lacked patriotism, have availed themselds of the adver tisement which would have been re- graduates of a university that has been turning out graduates<-and good ones, too-for forty years. A Queen's graduzte with European recommenda- tions, was an unsuccessful candidate for the position in his alma mater, captured by the Cambridge man, and no doubt he was well fitted for it, for he had no doubt specially quali- fied himself by study abroad for just such a position. Such a rebuff re- ceived at the hands of his university is rather a wet blanket upon the en- thusiasm of Canadians to excel. Why, can't, or wont, a prophet's own coun- honor try him? No doubt the scholarship developed by old country universities is of a high character, but Canadian universities make good scholars, too. A graduate of un Can- adian university not long ago made a professor in one of "those twins of learning--Oxford."' How would the trustees of Queen's regard the situation if the friends of that university should invite them to go to the old country for their students? But there's no danger of that; the friends of Queen's are too loyal to it to take that course, They will suffer in silence as they have done on form- er occasions, and be ready with their was purses in the interest of endowment funds to pay "foreign" professors; and Queen's graduates ay content themselves with a lucrative situation in some rural high school. -- A COURSE OF LECTURES Will Likely Be Given Fyee to the People, / A 'scheme is being evolved to have a series of popular lectures delivered by well known citizens and clergymen during the coming fall and winter, It is hoped to interest the Board of Education and separate school board and to utilize the schools = for the gatherings of the people, The lectures will be free, will be illastrated and will be on topics of great practical benefit. A year ago Kingston ladies gave an. exhibition of Shakespearean pictures in Queen's University and 1 - 200 persons, parents and children, en- joyed the view and so impressed those interested that one citizen offered to meel expenses of a series of lectures which would have the aim of showing in what ways the beautifying of ths city might be accomplished.
