"The hax begun its enquiry into the in surance situation, with the view of 'f getting such light as will enable the enacting body to pass early and re- formatory legislation. The evidence so far adduced shows that the Mutual is not as the name would apply, an institution which re flects the mind and will of the poliey holders. The votes cast at mebtings wi questions of policy and of man- ba t were determined were very few indeed, and they were represented in large measure by proxies. The evils of the Expitable are re flected in the Mutual Reserve. The trustees and managers have been en- gaged in undertakings through trust companies that have netted large re wards. Old Swindle of 'Hiring Men and Promising Transportation Worked From Carleton Place. . 5 Carleton Place, Sept. 11.--The fol- lowing advertisement appeared in To- ronto newspapers of August 12th : "Wanted--Ten men, English-speak- ing, at once, for British Columbia, to p fix electric machides; ex rience not necessary; must be reliable; six months' work; two dollars a day; transportation free, Edgar Lambton, engineer, Carleton Place." . Hall-a-dozen men belonging to the neighborhood of Orangeville, Oshawa and London, Ont., are now here look- ing for Lambton, but no trace of him can be found. < Lambton, who, in the early part of August, travelled through this dis- trict, posing ax a civil and "electrical engineer, attached to the staff of the C.P.R., reached Carleton Place August 12th. the hotels and waited there for replies to his ad. They came, many of thom. Applicants for the position received an answer by return mail that it would be necessary for them to for ward him the sym of ten dollars as a guarantee of good faith on their part, upon receipt of which they would be furnished with free transportation over the C.P.R. to destination, the ten dol- lars to be refunded to them as soon as they started work. Lambton re pled to the applicants on Canadian Pacific notepaper. Some of the applicants not receiving within a reasonable time the transpor tation to the Pacific coast, came to Carleton Place to ascertain the reason therefor. Lambton is described as being about twenty-seven years of age, height five feet eleven inches, weight 150 pounds, While in this vicinity he wore a navy blue suit and a white straw hat. SYSTEM A PROTECTION. Fear of Damages Causes Work- men to Be Careful. Belleville Ontario. n a paper read at the Ontario Municipal Association hy D. M. Meln- tyre, city solicitor of Kingston, the view is advanced that municipalities should not be liable for damages in the case of accidents caused by defec: tive streets. It seems to us that it would be a serious thing to remove municipal responsibility in this way. To the fear of accidents and the dread of a hill of costs are largely due the care exercised in keeping. our streets and walks in as good. a condition as they are. Workmen, digging drains, re- moving blocks and repairing the sidewalks, all have in mind the bill for damages that may result from carelessness on their part. The present systom is a deterrent to accidents, and it would be as sensible to pass legisla- tion protecting = railways from suits arising out of carelessness in the management of their lines as to free municipalities from responsibility.
