New York, Oet 12.---A Washington new phase of China's policy of re taliation against the United States because of its exclusion laws, is dis- closed at the capital by the activity with which officials of the Chinese le- gation are collecting claims of dam- ages for the deportation of Chinese immigrants, for presentation to the state: department. The claims arise from the Chinese contention that the Burlingame treaty of 1868, whoch does not restrict immigration, is tho only existing contract between the two governments, sinco the treaty of 1804 lapsed. Every Chinaman who is de- ported, is accordingly encouraged by the Chincse government to file a claim with the legation in Washington, sta- fmancial loss and personal sufiering entailed. These claims average over $1,000 received at the legation, where the officials are now busy putting them in shape. The complete bill, it is under- stood, will not be presented to the state department, until the amount exceeds $1,000,000, Anticipating that United States government will not admit the validity of the claims, it is understood that China will be prepared to appeal to The Hague tei bunal for a settlement of the claims.
