Ogdensburg, N.Y., Jan. 31.--Engine- ers of the Milwaukee Dry Dock con- 'struction company have furnished plans to the local marine men inter- ested in the St. Lawrence Marine plant so that boats of 2,000 tonnage may be hauled out of the water and repaired. Tugs and boats of small cartying capacity have been handled at the shipyard for several years, but all boats of Welland canal size have had to be taken to Bufiulo, Kingston or Montreal when in need of repairs below the water line. The proposition to build a dry dock here has been discussed for two years, but action has been deferred on ac- count of the large investment re- quired. Action on the plans submitted will be taken this week, and members of the company say there is every likelihood of bids being called for and the work commenced within a month. A dry dock in this city means steady employment to a large force of ship- wrights and calkers, OPPOSE BALFOUR. Chamberlain is the Logical Com- mander. London, Feb. 1.--There has been a great outburst of protest the last two days against the resumption of the leadership of his party by Mr. Bal- four. Several of the most prominent conservative papers have turned a cold shoulder on the ex-premier edi- torially, besides printing scores of let- ters from prominent conservatives, expressing regret that the party is responsible, more than anybody else, for its deplorable state. Mr. Chamber- lain, it is declared, is the logical com mander of the conservative forces in parliament as he stands for some thing and knows how to ficht for his principles while Mr. Baliour stands for nothing better than a cowardly milk and water policy, The question whether the liberals will contest Mr. Balfour's election will be decided on Friday.
