"It is premature to even infer what the issue will he of the investigation into the Webster-Bastedo case, but the evidence so far adduced indicates that the complainant had very little grownd for his charge. 4 It turns out that Webstér was for merly a clerk in one of the depart ments at Ottawa, and that he was 8 | supermnnuated 'with an income of $100 a year. The average man who is retired from the public service on a pension ought to be satisfied, but this man Webster was hot. As a civil attache of the Ontario} government he: enjoyed a salary of {$1,400 more, and he gradually swelled in importance until he began to feel that he was the equal of the deputy minister, Mr. Rastedo. Then it was that the trouble began which culminated 'in the making of charges against Mr. Bastedo, of de stroving correspondence, of mutilating public documents, of returning foes | paid hy the fishermen, and, most serious, of ignoring the chief clerk. It did not dawn upon Mr. Webster, until it was brought out in the evi- dence, that he was not the equal of | Bastexlo, that the last named was by commission appointed the head of the of department. The city has organization nen much need for somg in which the business can give expression to their thoughts on current events, The board of trade filled the bill in past years, and the Whig remembers the when it was an institution of influence and merit. Perhaps it has outlived its useful At any rate it is mot giving any evidence of life, and perhaps it is better that something wewer, with a change of plan, and with the gui- dance of our best business men, showld take its place. In other cities the organization of greatest helpfulness is the Citizens' League, the aims of which are casily stated. The league is actuated by one motive, and one only--to take Wp anything which is of any prospective advantage publicly, to examine it, and, if approved, to gite it a boost upward. There is a Knockers' Club in every community. It may not have been formally organized, and it Way not have any constitution for its gui dance. Pittsburg Dispatch, There is food for natural reflection in the statement by a new paper re presenting the Michigan lumber: inter- ests that "to all intents and purposes there is no white pine here any more." The fact can hardly be ignored that tho case presents an example of un- discriminating tariff policy. No intelli gent protectionist will deny that the purpose of a protective tariff is to foster and increase the domestic pro- duction of the staple on which the duty is laid. No man with his eves open can dispute that the effect of the tariff on lumber has been to hasten the destruction of the white pine for- ests. When forty years of that duty has ended in wiping out what was the most important supply of lumber in this country the reason for continuing the obstacle against drawing on other countries for our lumber needs is hard to pereeive.
