Lockett submitted the following re port : "We visited and inspected the hos: pital on Friday, January 26th. The painters and plumbers who were hard at work in the main building were for the time being causing considerable discomfort, but the work being done was badly needed and 'when completed will greatly add to the comfort and health of all concerned. Thomas Milo, who has the contract; is doing most excellent work, and in the main halls, is, at hix own expense, graining the wood work, while 'his contract calls only for ordinary painting, and in other places is putting on one more coat than the specifications call for. "Dinner was being served and as wo 'had heard stories of enormous waste in this department we made most care: ful investigation as to the manner of serving, the quality of the food and the disposition made of what was not used. The quality was wholesome --and- nutritious, and the quantity while generous enough, was not so generous as to incur waste. 'Those patients which we had the opportunity to ob serve were partaking of it with evi dent relish. The stories, like many others, were evidently circulated hy those who were not friends of the hospital and so far as we could see are absolutely without foundation "In the puhlic wards were' many old men and women with some slight chronic ailment such as rhenmatism and not confined to bed giving the place more the appearance of a poor house or house of industry than a hospital. They appear just sick enough to give some doctor an excuse to send them there, and they remain en ow hands until the same doctor signs for their leaving. "We' also learned that out of twen ty-eight cases of diphtheria, all suc seessfully treated, only four have as vet paid anything except the actual cost of the antitoxin, a few have pro- mised that they will pay something. "Tt does seem that the time has come when we must insist on some more just and righteous arrangement with the city as to the maintenance of these non-pay patients and in our view of it the only arrangement which wonld be satisfactory and 'we might sav jast to the hospital. will he one which agrees to a specified rate per day for cach and every. non pay pa tient admitted the 'rocommenda tion of one or more medical men duly authorized to do so.
