The de- partment. plans to give a larger grant to the rural schools, to require the townships to give more, and then to demand from the teachers, for the minimum salary of 2300 or $100 a year, higher qualifications. v To this end the students, who are secking teachers' certificates, must at- tend one of the normal schools--three more of which are projected--and take the course which they prescribe. They will be permitted to * teach while yet students, however, und so make money with which to go on with their studies and obtain the desired certificates.
