In the legislature, on Wednesday, Mr. Pense, in moving for copies of the ballots made use of in Kingston and North Toronto bye-elections de clared that nothing had been given so much attention and been treated to so much attack in the legislature and on the political platform as the number- ed ballot. The conservative party spent days and even nights in chal lenging it, . as subversive of the voice of a free electorate, ~The first "meas. ure of the new government was an amendment: of the law, its introdue- tion being heralded with applause, as the beginning of a new era of un- trammelled expression. In the first election held under the new regime it was, therefore, a surprise to find that the numbered ballot still remained, and ftha¥ while the attorney-general and his fellow ministers told the peo- ple that at last they had the privil- ege of a secret vote, the workers upon the conservative side were declaring that the ballot was still a numbered one, and that it would be known how any person voted, if so desired. There was ground for the warning, since the ballots are numbered in regular or- der, and so is the poll hook as voters présent themselves. If it was possi ble under the' late government to de- tect a voter's choice, it is still easier under the new act, The ballots given to a poll are usually numbered from 01, and the poll book starts with the corresnonding number it mare possible, therefore, for a returning officer, poll clerk or scrutineer to re member a number under 200, than one | of three or four figures hefore appear ing on the poll book, and to watch for the corresponding ballot.
