After The Land Grafters. The settlement of lands in the North-West is the great question, the one involving the most serious eon: sideration. From information given out in Ottawa. it seems that the gov- ernment has had its own difficulties inorder to prevent frauds. The Homestead Act has not been as de finite in its provisions as the later ex- periences have suggested, and the in- terior department is doing all it can in order to protect the honest set thers. The land 'sharks have been busy with both the railway companies: and the government, and, under all sorts of guises and deceptions, have been' eager to get control of the lands for which there ix now an active demand. Two things in the public interest have been essayed, (1) the railway companies' have been compelled to patent all the latfls to whi v were entitled un- der the of their charters, gnd (2), homes {Dg by proxy has been stopped, In addition the border dis. tricts, on "the intérnational line, attention by Yankee speculators, are being especially examined, and where- the land, as required by the law, the entry will be cancelled, 'The upshot of all this will be the driving out of those who have been seeking titles 'without earning them, thus te profit 'by the immigration. The government will be applauded in all this. Its action is very wise and proper, " The Taxation Of Wealth, Addressing an audience in Washing- ton, on Saturday, when he laid the er-stone of the new congressional offices, Mr. Roosevelt said: "1 feel that we shall ultimately have to consider the adopt on of some such schemo as that of a progressive tax on all fortunes beyond a certain amount,' either given in life or devised or bequeathed upon death to any in- dividual -a tax so framed as to put it out of the power of the owner of oneof these enormous fortunes to hand on more 'than 'a certain amount to any one individual; the tax, ol to be imposed by the national and. not the state government. Such taxation should, of course, he aimed merely at "the inheritance or trans. mission in their entirety of those for. tunc® swollen beyond all healthy limits." Mr. Roosevelt sees, as so many oth ers do, the danger of concentrating the wealth of the country. A half cén- tury" ago ths number of "Fich men in American was small. Now the num- ber is conspicuous, not so much he capse. the circle has widened, but be- cause the milions and billions are pasting more and more into its con- trol. The few have their commerce, hands on the industry, food, and fuel, and upon them the very lives of the people, the labouring "classes, in a meesure, depend, And thisse, as they pass away, are leaving their plans arranged so that thoy go om, in their grinding * pro- cesses, in their accumulation of wealth, in their combinations, their trusts and monopolies. Mr. Roosevelt has a theory that the nation may be able to do something to restrain this ten- dency. Mow can it be done? He proposes a tax. Is it practical ? It does not seem tobe, but it will be looked at and considered by the press and people, and perhaps there may crop up the: theories that reduced to writing and crystalized into law may have the effect at which Mr. Roosevelt aims. Gorky And His Fall, Maxime * Gorky has imperiled his popularity at the very outset of his American tour. The definite object of his coming to the United States has not been - but he seems to personal as well as pa- triotic mission. He dams heen against the Russian government, as all so- cialists are, but he has not criticized it, like Tolstoi. who, whatever his emotions and views on passing events, expresses himself in verent fashion. Follow- ing his ImpriSonment he seems to have left his wife and resided with an actress in Finland. Whether he was divorced from his wife is not clear, He is separated from her at any rate, and he. refers to the women who accompanies him to America ay "my wife.' The literary people who hovered around Gorky, yy on his coming to Ame- rica, are mom-phissed and silent. Howells and Mark Twaine were on his committee. They do not relish the position in which they find them- selves. Twaine says the political and social conditions of Russia are more or less interwoven (mixed would be the better word), but in America "the domestic relations are held in a dif- ferent light." It is a good thing they are, and it is well that public opinion should so sharply disapprove of literary or: pub- lic men, or patriots, seeking honors and favours under very questionable circumstances, Gorky may as well Zo baek to Russia -at once. Albany, N.Y., April 16.--As a result of experiments which are now being made in the cancer laboratory, at Bufialo, the medical experts of that institution are encouraged in the belief that a specific cure for eancer will soon be discovered. In his annual re- port to the state commissioner of health, Dr. Harvey IR. Gaylord, direc- tor of the laboratory, says the ex- periments indicate the existence of im- mune forces antagonistic tp cancer, 8 3 a "However deep the skepticism may be regarding the spontaneous cure of human carcinoma, and this skepticism is certainly widespread, there is abso- lutely no doubt of the occurrence of spontaneous cure in mice with eancer, no less then 101 clearly defined. cases having heen under our observation during the year." Up to January 1st the laboratory had employed 3,500 mice for experi- mental purposes. Of these 2,500 receiv- ed injections of materials derived from the Jensen tumor and 550 fatal tu- mors were developed. Healthy mice have been placed in the same cage with those which were inoculated, and there is reason to believe that some of the healthy animals have become. in- fected. It is shown that spontaneous recovery diminishes with increasing age and dimensions of the tumors, and there is also evidence "that the chance of recovery is greater when the growth of the tumor is lower, Spont. is cure occurred in _ahout twenty-three per cent. of the inoc- lated animals. The frequeney of the ocoufrence, Dr. Gaylord says, suggests that jt may be more frequent in hu- nan beings than is generally suppos- ed, "The occurrence of spontaneous re- coveries froin cancer, indicating the existence of immune forces capable of terminating the disease, demonstrate that cancer is not necessarily ineur- able," the report eontinues; "and should" serve as an additional stimu- lus to research . directed toward the discovery, of a serum therapeutic treat- ment," Accompanying the report is a state- ment made by Dr. H. G. Matzinger, who has visited several 'localities of this state where, it is said, an unusu- ally large number of cases of eancer have been discovered. .One physician called on by Dr. Mat- zinger had treated 300 cases in twen- ty years. In his opinion there is no doubt that the number of cases of ean- cer is rapidly increasing. Dr. Mat zinger describes the physical condg- tions of the country where ¢ases have been prevalent. He finds that in each locality there is cc msiderable dampness, and states conditions which indicate that the soil has some connection with the occurrence of the disease, -- SPIRIT OF THE PRESS.
