G. W, Ross. A'la¥ge number of students 'attenaéd" the monthly meeting of Toronto Uni-! versity Y. M, C. A, on which occasion Hon. Geo. W. Ross at once entered upon his subject, that of university federation, which had placed the uni- | versity in an impregnable position and ! had made of it, he thought he could fairly say, one of the strongest educa- tional . institutions on the continent. After a brief reference to the establish- ment of the university by grants from the Crown, Mr Ross dealt with its situation in 1883, when its resources were insufficient and application was made to the Legislature for aid. To this the denominational universities object- ed, and an impasse was reached. Rt was a serious problem for the Government and friends ofy the university. In that situation he, as the then. Minister of Education, had a conference~with the former Chancellor of the university, Sir Wm. Mulock, over the difficulties and dangers of the situation. There were two ways for overcoming these: one by educating the Legislature up to the necessity of taKing action its mem- bers had refused to adopt, the other in getting the other universities to feder- ate with Toronto. After some negotiations a conference was brought about with representatives of the denominational institutions of Ontario, followed by other conferences, with the result that towards the end of the autumn of 1884 a basis of federation with Victoria, Trinity and Queen's was reached. Queen's University finally de- clined to federate, because that would have meant removal from Kingston to Toronto. The people of Kingston and the depomination it represented had stood Jovany by ueen's. Trinity also declined. In 1887, however, Mr. Ross had the pleasure of introducing a bill inthe Legislature in which the confed- eration of Victoria University with the University of Toronto was concurred in and the door opened for others to take the same step. By federation with the University of Toronto, Victoria and the other institutions which came in after became a sharer in the State grants for higher education. The University of Toronto also gained materially in iIn- fluence and importance. One of the condition of federatipn was that the science side of thie university should be greatly strengthened, and one of the first results was the establishment of the department of physiology, which was followed by the establishment of the department of political science. Mr. Ross spoke of affiliations, enumer- ating among the affiliated institutions the Ontario Agricultural College, the Royal College of Dental Surgeons, the School of Practical Sclence, the College of Musle, the Ontario College of Phar- macy and the School of Veterinary Sur- gery. Thege affiliations did not mean such close connection as the federations, nevertheless they were a source of strength and influence, giving power to any movement fof the advancement of the university The act of 1887 also restored the med- ical faculty, and the university absorb- ed the School of Medicine. Later the University of Toronto al the Trinity University Schools of icine became one, and there was no opposition now in that regard. Mr. Ross hoped yet to see a faculty of law in connection with the university. In 1904 Trinity University came into the fold of the federation, so that, with the exception of McMaster, no denom- inational 'institution in Toronto was standing out. The eorps of students twenty odd years ago was a little over 300. In 1903-04 "the student body of -the Uni- versity of Toronto numbered 2,294, and in the affillated schools 2,631, a total of 4,825 young men and women looking te the University of Toronte far their fin- al status in education. The influence and importance of such a body in edu- cational matters and on the life of the country was not easily reaMzed. He trusted the people would not have te look in vain for capacity, refinement, high character and splendid service to the country -by university graduates, which would be their reward for the contributions made towards the univer- sity. Mr. Ross gave interesting figures respecting the growth of the university teaching staff coincident with the other expansions of the university. Another evidence of its marvellous growth was afforded by thé necessarily @ncreased accommodation provided. Twenty odd vears ago everything was undller one roof, and more room was sadly needed Mr. Ross told of the erection ef the Biologieal, Medical, School of Science and ther buildings of the university, to which in all the province had contri- buted over $900,000, making, with the contributions of the university and the university college, an expenditure on bulldings of something like $1,250,000 As to the expense of maintaining the university, twenty years ago, he sald, the whole cost was $226,000, towards which about $120,000 came out of the pockets of the ratepayers of the pro- vince. Mr. Ross asked af what use would the university be without matriculants For these it had to depend on the high schools. Twenty years ago only 272 matriculated from the high schools, last year there were 851. This was the re- sult of ralsing the standard of and the expansion of the high school system of the province. He pointed out how closely the whole plan of education was related.
