In the legislature, yesterday, the government was begun with two items of business of special attractiveness to the people of Kingston, and they call for more than a passing notice, The government has clearly recogni- zed the good work of Queen's College in Eastern Ontario, and made a grant to its new pathological department. This means that Queen's College will, with the equipment which it will have at its command, be in a position to develop the splendid work on ite spe- cial constituency with greater effi- ciency and satisfaction. The substan- tial aid which is now being given to it by the government indicates that the representations of the college, and especially of its medical department, have prevailed. The provincial insti- tution in Toronto is deserving of the great generosity of the government and it has been examplified in an un- ecpmmon way. But the Toronto Uni- versity and its medical school cannot do all the work of Ontario and this fact has been' duly and effectively im- pressed upon the government, It is presumed that work on the new gghool y will be at once begun. The act which concefis the proposed method of electing aldermen, and giv- ing to the one who heads the poll, a term of three years following his choice, is an experiment out of which will be great interest, the working watched with Religious Clash In England. Those who can recall the bitterness which was imparted into the discus- sion of the autonomy bill, and the vicious spirit' which actuated some persons because the church was said to have expressed any wish or opin- ion with regard to it, can understand in some degree the feeling which now prevails in England. The education bill is before the commons, Its terms are known. There is to be a battle royal with regard to it and moment- ous will be the effect of its adoption or aefeat in a politieal sense, | The liberal party is pledged to re- peal the act which was passed by re- quest of the Balfour povernment. This act was objected to in principle--that the school which receives public aid must be a public or national school. The liberals had the support of the non-conformists in the last election. They helped to turn the scale against he government of the day. Education was not the-isswe before the people, but it was an issue, and an import- ant one. The outcome follows. It is true that the commission is helpless without the aid and favour of © the government, whose creature or creation it is. It must act merely as an advisory com- mittee, But such as it is there will be certain results to follow. The Ge- zette states these very candidly, and a8 it im conservative out and out, and most friendly to the Whitney govern- ment, its opinions will have the more foree and effect. There are too great perils apparent to the Gazette, (1), in the employ- ment for . political purposes: of the great powers established © by the bill, and (2), in the disco of private enterprise in a field in which as yet we arc in the experi mental stages. In the helplessness of the municipalities, our contemporary sees the prospects of trouble. "This," says our contemporary, "opins up a grand vista of 'usefulness for political purposes, thich reduces such common every-day political bribes as normal school sites, ete., to mere pence. We have tos much of this sort of thing in Canada already, and an extensive ad- dition to it is not a viewed with equanimity. Serious as it is, however, it is not of as much im- matter-to be portance as 'the aiscourapement of private enterprise. There may be evils in the present electric franchises, says the Gazette, but they cannot justify the Ontario government in "wiping them out." One thing more challenges the zette's attention. It i€ the current rate of municipal taxation. It is gen- erally so high already as to forbid any addition in order to make good any loss made shy { Ga- mistake, the op- | portuhity for which exists in this case. In what way?
